The Eighth Plan also reiterates the importance <strong>of</strong> OFD works and water management programmes based on detailed soil surveys and land use capability (GOI, 1992: 59). The poor performance <strong>of</strong> OFD implementation in different states was clearly brought out in the Ninth Plan document. The survey <strong>of</strong> relevant legal provisions in the existing Irrigation Acts in various states shows that most <strong>of</strong> the states do not have OFD works included in their ActslS. The implementation <strong>of</strong> OFD entails willful possession <strong>of</strong> land from the concerned farmers, for which no compensation is paid, which may have serious implications. Consolidation <strong>of</strong> holdings is yet another activity, which is not being undertaken by many states. 2.3.2 Evaluation studies on CAD programmes and OFD There are a few evaluation studies on the impact <strong>of</strong> the CAD programmes on the utilisation <strong>of</strong> potential created and adoption <strong>of</strong> desired cropping patterns as well as the constraints in the adoption <strong>of</strong> OFD in irrigation commands. Many <strong>of</strong> the studies have covered the organisational aspects and the constraints in the implementation <strong>of</strong> certain physical programmes for improvements in the system. Reddy (1991) extensively discusses the problems and prospects <strong>of</strong> Command Area Development programmes with particular reference to the Ghataprabha and Malaprabha irrigation projects in Karnataka. It is found that the low progress <strong>of</strong> OFD and non-implementation <strong>of</strong> land consolidation programme 1~ For instance. the North India Canal and Drainage Act, 1873 (as applicable to Punjab, Haryana and Uttar Pradesh), the Bengal Irrigation Act 1876 (applicable to Bihar and West Bengal), the Bombay Irrigation Act 1979, the Rajasthan Irrigation and Drainage Act, 1954 and Orissa Irrigation Act do not provide for direct! effective OFD works as 63
y the CADA have led to low productivity. The study brings out a strong case for adoption <strong>of</strong> OFD by the farmers, which is essential for the effective utilisation <strong>of</strong> irrigation potential as also for ensuring sustainability <strong>of</strong> the system. The study throws light on a good number <strong>of</strong> issues concerning OFD, like the impact <strong>of</strong> adoption <strong>of</strong> OFD on farm business, farmers' perceptions <strong>of</strong> land development, distributive inequalities in the irrigation command, problems in the non-adoption <strong>of</strong> localization pattern by the farmers, issues in water management and environmental issues. The study concludes that " ... the future research on irrigation among other issues, should concentrate more on non-water factors, particularly, land development". Pant (1992) examines the status <strong>of</strong> OFD works in the Shard a Sahayak command <strong>of</strong> Uttar Pradesh and found that the absence <strong>of</strong> efficient field irrigation channels within the outlet command has been responsible for under-utilisation <strong>of</strong> irrigation potential. The impact <strong>of</strong> OFD works on increasing the area under irrigation has been found to be marginal, being positive III some outlets and negative in some others. Again, it is noted that in spite <strong>of</strong> considerable investment on OFD works, the overall increase in command area has been only 43 acres per year which represents an increase <strong>of</strong> only 10.7 per cent. However. the study is silent about the reasons for the poor status <strong>of</strong> OFD adoption in the command area.
