investment has acquired autonomy <strong>of</strong> its own so that it can continue to grow without the stimulus <strong>of</strong> public investment J . Yet another argument in respect <strong>of</strong> the debate is that, since the benefits <strong>of</strong> canal irrigation are spread over a long period, the complementarity would persist, as long as the stream <strong>of</strong> benefits continues. In such cases, the reduction in public investment may not be coincided with a reduction in farm level secondary investments by the farmers. In fact, Dhawan (1998) reports a high degree <strong>of</strong> association between canal irrigation and private capital formation as revealed by the high correlation coefficient (r= 0.65), followed by the elasticity <strong>of</strong> private fixed capital formation in canal irrigated areas to the extent <strong>of</strong> 0.25. Thus, a brief review <strong>of</strong> important studies on the impact <strong>of</strong> irrigation on farm output and incomc as well as the complementarity between public investment in canal irrigation and private farm level investments show that canal irrigation has been an important source <strong>of</strong> growth to India's rural economy in terms <strong>of</strong> its linkage effects. However, canal irrigation in India has not been without any problems, which has even put the future course <strong>of</strong> development <strong>of</strong> irrigation systems at stake. 2.2 Studies on organisational aspects and operational constraints in irrigation development in India: Irrigation development in India is constrained by many problems. The challenges <strong>of</strong> growing water scarcity are exacerbated by increasing costs <strong>of</strong> new water J Whi Ie Dhawan (1996) and Rao ( 1997) indicated a positive relationship between power/ rural electrification as well as gross capital formation in agriculture (GCFA), Chand's (2000) analysis fails to capture the inducement effect (Gulati and Bathla. 2001). 41
sources, wasteful utilisation <strong>of</strong> already developed water supplies, degradation <strong>of</strong> soils in irrigated areas, depletion <strong>of</strong> groundwater, pollution <strong>of</strong> water and its impact on human health and massive subsidies and distorted incentives structure. Rosegrant (1995), reflecting on the growing problems <strong>of</strong> water scarcity, cautions that the potential for expansion <strong>of</strong> new sources <strong>of</strong> water is hard to come by and increasingly expensive to exploit. In countries, including India. Indonesia, the Philippines, Sri Lanka and Thailand, the real capital costs <strong>of</strong> irrigation development on an unweighted average increased from US $ 1744 per ha. in 1966-69 to US $ 4385 per ha. in 1986-88. Further, the average investment cost for medium and large-scale irrigation with full water control is estimated at US $ 8300 per ha. in 1992 (FAO. 1992). This apart, the water use efficiency <strong>of</strong> irrigation farming in most regions <strong>of</strong> the developing world typically ranges from 25 to 40 per cent (Wolf and Hubener. 1999). 2.2.1 Under-utilisation <strong>of</strong> irrigation potential The problem <strong>of</strong> capacity under-utilisation <strong>of</strong> irrigation potential in India has been a widely debated issue. Though the <strong>of</strong>ficially reported estimates <strong>of</strong> underutilisation in irrigation projects hover around 15 to 20 per cent over the plan periods. this has been disproved by many. Especially, the Ninth Plan provides a realistic explanation as regards the problem <strong>of</strong> under-utilisation <strong>of</strong> irrigation potential in irrigation commands. The plan document states that the data <strong>of</strong>ficially reported (by the Planning Commission) does not give a correct picture <strong>of</strong> utilisation <strong>of</strong> irrigation potential. mainly because <strong>of</strong> the different criteria! norms adopted by the states in reporting the rates <strong>of</strong> creation and utilisation <strong>of</strong> irrigation potential.
