irrigation schemes during both the years under reference. In the case <strong>of</strong> three irrigation projects. viz .. Vamanapuram. Meenachil and Chamravattom. the revenue expenditure was alarmingly high in both the years. The percentage <strong>of</strong> revenue expenditure was the highest in Meenachil project (78 % and 71 % respectively). followed by Vamanapuram (71 % and 64 %) and Chamravattom (57 % and 60 %). Excepting some irrigation projects. the revenue expenditure was higher in all others during 1997-9R than the earlier period. 1990-91. Highest increase was observed in Kallada from 18 to 24 per cent and Chitturpuzha from 17 to 25 per cent. The share <strong>of</strong> revenue expenditure was above the CWC norms in many <strong>of</strong> the irrigation projects. which might have obviously reduced the funds meant for actual construction works (capital expenditure), leading to cost and time over runs. Let us now examIne the intensity <strong>of</strong> Increase In capital and revenue expenditure on Irrigation projects In Kerala. It is noteworthy that the percentage increase in the revenue expenditure has been much more than the capital expenditure in almost all the projects. except. Kakkadavu project (Table 5.19). Among the projects. the escalation in revenue expenditure was the highest in Kallada project at 5666 per cent in relation to 3148 per cent in capital expenditure. In the case <strong>of</strong> Pamba irrigation project. the escalation in revenue expenditure has been 4171 per cent when compared to 1432 per cent escalation in capital expenditure.
