In the state. While Thrissur district covers II per cent each <strong>of</strong> the area and production <strong>of</strong> paddy. Ernakulam covers about 12 pcr cent <strong>of</strong> area and 10 per cent <strong>of</strong> production <strong>of</strong> paddy. The share <strong>of</strong> Thiruvananthapuram district in area and production is below 3 per cent (GOK. 1998). While the three ongoing projects, viz., Kallada, Kanjirapuzha and Pazhassi were started during the Third Five year plan. rest <strong>of</strong> the projects were started during the 1970s and 19805. Unlike the case <strong>of</strong> completed irrigation projects, the ongoing schemes show a better spread in terms <strong>of</strong> geographical coverage J . It is evident that a strong infrastructure base for irrigation development was created through a network <strong>of</strong> large-scale canal based irrigation systems in the state. While the completed schemes ha\e created an irrigation potential <strong>of</strong> 181363 ha .. the partially irrigation commissioned and on-going irrigation projects are expected to generate a potential <strong>of</strong> 265370 ha. on completion. Thus the 101al irrigation potential expected 10 be generated through the major/ medium irrigation projects in the state would be a little under half a million ha. 1 This appears to be the most important aspect <strong>of</strong> irrigation development in the state. While the completed schemes have been planned in accordance with the region-specific factors determining water demand. alloc
Concerted efforts were also made for the development <strong>of</strong> minor irrigation sector~ as well as groundwater sources under various Plans. As at the end <strong>of</strong> March 1980. there were 500 I minor irrigation schemes in the state and the ayacut benefited by these schemes was 121944 ha. (net) or 142116 ha. (gross) (GOK, 1990:8). However. utilisation <strong>of</strong> irrigation potential created under vanous water harvesting schemes and projects In the state is neither commensurate with the quantum <strong>of</strong> investment made nor in terms <strong>of</strong> area expansion expected in successive plan periods. It is reported that area brought under irrigation up to 1998-99 including minor irrigation was 4.45 lakh ha. (net) and 7.25 lakh ha. (gross) (GOK, 1999:83). The performance <strong>of</strong> major and medium irrigation projects measured in terms <strong>of</strong> utilisation <strong>of</strong> irrigation potential created was 79 per cent in the case <strong>of</strong> completed schemes and only less than 22 per cent in respect <strong>of</strong> on-going ones. The overall rate <strong>of</strong> utilisation is below 47 per cent (Viswanathan. 1999). Only about 10 per cent <strong>of</strong> the tanks identified arc under usc now. Nearly 10 per cent <strong>of</strong> the wells used for domestic use go dry during summer season. Though the groundwater potential <strong>of</strong> the state is 7900 Mm]. only 25 per cent <strong>of</strong> the potential is being utilised.
