Chapter 2 Irrigation and Agricultural Development: A review <strong>of</strong> select literature Given the strategic importance <strong>of</strong> irrigation for the development <strong>of</strong> agriculture and the consequent rural transformation, commendable efforts have been made (as discussed in Chapter I) to enhance irrigation potential in India. While investment in irrigation sector has been on the increase over time, it is all the more important to examine its impact on agriculture and economic development in general <strong>of</strong> the regions. Several researchers· have attempted to examine the impact <strong>of</strong> irrigation development on economic, social and environmental I. '2 conditions in the irrigated regions. ? ';.l:'" v -) \ , J I s:. :\n attempt has. therefore. been made in this chapter to critically reVIew some <strong>of</strong> the important ,;tudie,; ,)n various aspects <strong>of</strong> irrigation development in India and elsewhere in the world. For, it helps to highlight and understand the issues and constraints. if any. adversely affecting the process <strong>of</strong> development, distribution and management <strong>of</strong> water resources in different agro-climatic and socio-economic environments. Furthermore. a critical evaluation <strong>of</strong> the irrigation development would help in identifying and incorporating corrective measures in the planning. design. operation. maintenance and management <strong>of</strong> irrigation systems to improve their allocative and technical efficiencies with respect to water usc. The irrigation literature is repkte \\ith studies cutting across wide range <strong>of</strong> disciplines and themes covering development. environmental and institutional aspects. For instance. the developmental issues <strong>of</strong> irrigation systems in terms <strong>of</strong>
economic analysis <strong>of</strong> development projects have been the major thrust <strong>of</strong> development <strong>economics</strong>. While the issues relating to externalities <strong>of</strong> irrigation development have formed the subject <strong>of</strong> enquiry in the environmental <strong>economics</strong>. the aspects <strong>of</strong> governance and institutional arrangements in the water sector have formed the basis <strong>of</strong> the analytical perspective <strong>of</strong> the institutional <strong>economics</strong>. There is also a large body <strong>of</strong> literature examining the organisational aspects <strong>of</strong> irrigation development including water management, technological as well as engineering aspects. The studies reviewed here cover a broad spectrum <strong>of</strong> issues in an interdisciplinary perspective. The literature on vanous aspects <strong>of</strong> irrigation development in India may be broadly classified in terms <strong>of</strong> studies pertaining to: a) impact <strong>of</strong> irrigation on agricultural development. in general. and also on employment. rural transformation. . . soclO-economlc and environmental implications, in particular; and b) the operational and organisational constraints for efficient management <strong>of</strong> systems and the impact <strong>of</strong> institutional interventions on On-Farm Development (OFD) and water management for better utilisation <strong>of</strong> irrigation water and the managerial aspects <strong>of</strong> such interventions. While the studies coming under the first category try to examIne the socio-economic and environmental implications <strong>of</strong> irrigation projects. the second category is mostly evaluation studies examining the performance <strong>of</strong> irrigation systems, institutional interventions by CADA. impact <strong>of</strong> specific command an:a development activities. mainly, OFD and water management.
