Project induced externalities and rise in costs The problems <strong>of</strong> externalities have also been on the nse necessitating considerable allocation <strong>of</strong> additional financial resources for mitigating the en\'ironmental problems caused by irrigation projects. Though a realistic estimate <strong>of</strong> the environmental problems is yet to be made. available information demonstrate the adverse effects on land in terms <strong>of</strong> waterlogging and salinity. These problems not only make the land unproducti ve. but also entail huge cost <strong>of</strong> reclamation. According to the CAGI report 1993, in the Kuttiadi command area, about 64 per cent <strong>of</strong> the original aya(lIt <strong>of</strong> 14568.70 ha. was adversely affected by \\aterlogglng, salinity and al\...alllllty (lable 5.21). It was found that about 41 per cent <strong>of</strong> the command area could ha\'e been reclaimed and brought under cultivation with timely measures <strong>of</strong> reclamation. But. no attention was paid to it. The waterlogged area unfit for irrigation accounts for 19.46 per cent. followed by 2.6 per cent area left unirrigated du.: to lack <strong>of</strong> canal links, and 1.16 per cent by uneconomic holdings, It is important to note that the irrigable area permanently converted for dwellings, roads, etc. has been 'Ignllicantl) high at 36 per cent. The above issue <strong>of</strong> considerable amount <strong>of</strong> land degradation as reported in the Kuttiadi irrigation project points to the necessity <strong>of</strong> a realistic estimate <strong>of</strong> the problem affected areas in irrigation commands in Kerala in order to reflect on the prot-dem <strong>of</strong> capacity under-utilisation in irrIgation projects. The reported paddy area in Irrigation projects is to be rea,sessed to bring out the actual irrigable area. There are also evidences <strong>of</strong> shrinking capacity <strong>of</strong> some <strong>of</strong> the reservoirs due to sedimentation. For instance. the original capacity <strong>of</strong> the Malampuzha reservoir was 228.40 million cU.m. according to the project report. A study conducted by the Kerala Engineering Research Institute (KERl, 1978) shows that the capacity had reduced to 220.15 million cU.m as a result <strong>of</strong> sedimentation. Another study by KERI ( 19K3), reveals that the average annual sedimentation rate in Peechi reservoir was 0.91 per cent and this appears to be higher than that <strong>of</strong> the sedimentation rate <strong>of</strong> 0.25 pt:r ct:nt found for Malarnpuzh:.L To minimise the rate <strong>of</strong> sedimentation, the study team ~uggested several rnt:asures, like a) protecting the catchment area from encroachment Clnd defort:station; h) adopting scientific modes <strong>of</strong> direction; c) 194
