programme could not make any dent. An important problem responsible for the slow progress <strong>of</strong> the programmes was that the group farming was one <strong>of</strong> the many activities <strong>of</strong> the department <strong>of</strong> agriculture, and agricultural labour were never taken seriously in the programme 17. More importantly, as other crops were more remunerative than paddy, farmers did not bother about the incentives and campaigning <strong>of</strong> group farming. The study on group management with respect to paddy cultivation by Suresh (2000) identified some <strong>of</strong> the important problems <strong>of</strong> group farming in the state. The study covering 1330 paddy growing farmers in Kerala found that labour related issues are the prominent ones as revealed by 24 per cent 0 f the farmers. While 18 per cent <strong>of</strong> the farmers reported organisational problems, 27 per cent <strong>of</strong> the farmers had indicated high cost <strong>of</strong> cultivation, including inputs as the major problem. Lack <strong>of</strong> government support as well as lack <strong>of</strong> irrigation facilities were also prominent reasons. Furthermore, consolidation <strong>of</strong> holdings as one <strong>of</strong> the primary objectives <strong>of</strong> group farming as well as CAD intervention had remained as a distant dream due to lack <strong>of</strong> coordination among the farmers. In practice, the idea <strong>of</strong> group farming was confined merely to mechanical ploughing and there were no group efforts with respect to the important cultural operations, like sowing, transplanting, weeding, harvesting and the like. 17 Veron (200 I) observes that though these programmes were participatory in nature, the local people were not invited to reveal their problems or determine the area <strong>of</strong> action; instead the programmes reflected the perceptions <strong>of</strong> policy makers, social activists and scientists. 296
The viability <strong>of</strong> paddy cultivation was been challenged by certain PrICe: depressing policy interventions as an integral part <strong>of</strong> providi ng social \\ e I fan: measures m the state. These policy interventions were aimed at keeping fond gram prIces low through (a) ensurIng availability <strong>of</strong> subsIdised rice from the central pool; (b) inflow <strong>of</strong> rice from neighbouring states; and (c) effective implementation <strong>of</strong> Public Distribution System in the state. These policy interventions acted as a disincentive among farmers to continue with the otherwise cost-ineffective paddy cultivation in the state. It is important to note that paddy cultivation was less remunerative even under the group farming programme as revealed from the lower rate <strong>of</strong> returns from two villages in the Kallada irrigation project (Table 7.13). As is evident from the table, the benefit cost ratio <strong>of</strong> paddy cultivation under group farming was not very high in hoth the villages when compared to pre-group farming level. While there was almost 16 per cent increase in yield and income in the case <strong>of</strong> Koodal village, it was only n per cent in the case <strong>of</strong> Kalanjoor village because <strong>of</strong> group farming, which is not at all commendable. Though the group farming was expected to bring down the cost <strong>of</strong> paddy cultivation through ensuring economies <strong>of</strong> scale, it was not achieved in respect <strong>of</strong> Koodal (rather, there was an increase in cost) and there was marginal improvement in the case <strong>of</strong> Kalanjoor village. An important re~son why the cost <strong>of</strong> paddy cultivation could not be reduced under the group farming was the enormous labour intensity involved in paddy production to processing. The wage rates increased substantially owing to the multiplication <strong>of</strong> tasks .:aused by fragmentation <strong>of</strong> operational holdings in the state. In the past, many 297
