feel the pinch <strong>of</strong> it. But the only and most important constraint as reported by the farmers is non-integration <strong>of</strong> MCS with the main water distribution network. The Irrigation Department laid the MCS much earlier and the canal network necessary to feed water to it was enormously delayed. With the result, most <strong>of</strong> the equipment had gone out <strong>of</strong> use, making the investment, infructuous. This has led to crop shift, mainly to rubber, which, according to the farmers does not warrant any development intervention in the land. Therefore, the institutional failure in terms <strong>of</strong> lack <strong>of</strong> integrated approach in laying MCS and the canal distribution network has been mainly responsible for the less efficient system performance. Therefore, in spite <strong>of</strong> the MCS being in place ever since the mid 1980s, only 36 per cent <strong>of</strong> the potential under it was utilised. Moreover, less than one third <strong>of</strong> th~ system completed has been handed over to Water Users' Associations (WUAs) so far. The remaining system is damaged and the materials are stolen, as it remained no man's propert/. criteria fixed for cost recovery was based on the proportionate area held by the farmers, viz., (a) Farmers holding in excess <strong>of</strong> 4 ha. are expected to pay 50 per cent <strong>of</strong> the cost; (b) farmers holding land between 2 to 4 ha., contributing 40 per cent <strong>of</strong> the cost; (c) between I - 2 ha. 37.5 per cent <strong>of</strong> the cost; and (d) less than I ha.- 35.5 per cent <strong>of</strong> the cost. 4 Majority <strong>of</strong> the farmers feel that the extinction <strong>of</strong> the MCS networks has been an organised attempt bydhe contractors themselves. This is because, the wheel valves attached to hydrants initially was made <strong>of</strong> gun metal, which could be stolen from one region and installed elsewhere and claim for funds for that also, resulting in additional gains out <strong>of</strong> the same work. Besides, theft <strong>of</strong> the wheel valves has become a widely reported phenomenon as the gun metal could fetch some money, if sold as scrap iron. This problem arose because <strong>of</strong> their installation in the inaccessible portions <strong>of</strong> the holdings and farmers were not entrusted with the responsibility <strong>of</strong> protecting them. On real isation that a significant portion <strong>of</strong> the MCS networks have disappeared, the project authorities started replacing the broken! stolen wheel valves by wheel valves 277
