In some <strong>of</strong> the bigger projects like Malampuzha. farmers do not show much interest in training programmes, as they feel that mere partieipation in training and the subsequent adoption <strong>of</strong> modern farm technology is sheer waste <strong>of</strong> time and resources in the absence <strong>of</strong> adequate and timel: supply <strong>of</strong> water. Besides. it has been reported that in Malampuzha project. the seepage losses in the field channels range between 10 to 30 per cent (Varadan et al. 1998) causing distributive inequality across the command area which deters farmers' participation. There are several other local dynamics. which are obstacles to the conduct <strong>of</strong> training programmes. The reports <strong>of</strong> the Comptroller and Auditor General <strong>of</strong> India (CAGI) brings out some <strong>of</strong> these issues more vividly (CAGL 1998) The unit for forming WUAs is the hydraulic boundary. ie., outlet in a command area. Normally. the CCA <strong>of</strong> an outlet is about 40 ha. This norm seems to have been followed in almost all the projects under reference. An outlet is more yiablc to ensure operational efficiency by establishing more personal linkages and contacts betwe~n the implementing <strong>of</strong>ficers <strong>of</strong> the irrigation department and the farmers. The strategies meant for capacity building <strong>of</strong> the farmers in the command areas are found to be quite effective in terms <strong>of</strong> co\'erage and cost effectiven~ss. For instance. the expenditure incurred to form WUAs ranges from as low as Rs. 97 in Walayar project to a high <strong>of</strong> Rs. 2890 in Mangalam project. When compared to subsidy-driven reforms implemented elsewhere in the "ountry. this cxpenditure is very reasonable. For example. in Karnataka. the initial assistance to form WtJAs is about Rs. 500 per ha. The crop cutting cxperimcnts arc periodically conducted to evaluate the impact <strong>of</strong> CAD 216
