However, the case <strong>of</strong> Kallada is more relevant to study as the problems and constraints in realising as a scheme, which has not yielded the expected results even after four decades <strong>of</strong> its inception. Accordingly, more than explaining the <strong>economics</strong> <strong>of</strong> the project in terms <strong>of</strong> cost and benefits, it is the dynamics involved in the process <strong>of</strong> implementation <strong>of</strong> the project that would be very relevant to throw more light on policy perspectives. With this backdrop, an attempt has been made in this section, to examine the impact <strong>of</strong> the Kallada scheme on the area expansion and irrigated crop production in the command area. As already pointed out, the water distribution system in the project is unique in terms <strong>of</strong> its design suitable for cultivation <strong>of</strong> tree crops grown in the homesteads. Though the project is designed for paddy cultivation. almost 60 per cent <strong>of</strong> the command area is under dry crops, which require irrigation during summer. Since the topography <strong>of</strong> the project area is undulating. the conventional open canal system was not suitable to bring the entire ayacut under irrigation. Hence, the underground pipe line system, called the Minor Con\'eyance System (MCS) was proposed for the Kallada project. The MCS is laid out through the farmers plots and the cost <strong>of</strong> installation <strong>of</strong> the system was proposed to be partially recovered from the beneficiary farmers based on certain rates. Accordingly, (i) farmers holding in excess <strong>of</strong> 4 ha. are expected to bear 50 per cent <strong>of</strong> the cost; (ii) farmers holding area between 2 to 4 ha. are to gi\c .to per cent <strong>of</strong> the cost <strong>of</strong> installation; (iii) those having land 257
etween I to 2 ha. are to arrange for 37.5 per cent <strong>of</strong> the cost <strong>of</strong> MCS installation and (iv) those below I ha. are to give 35.5 per cent <strong>of</strong> the costl 4 . Since farmers' contribution was minimal, MCS division <strong>of</strong> the KIP took up the work expeditiously and completed it much ahead <strong>of</strong> the completion <strong>of</strong> the entire canal network necessary to release water through the MCS. The construction <strong>of</strong> canal network was delayed for more than a decade. This mismatch between the construction <strong>of</strong> canal network and the on-farm water distribution system has made the investment in MCS infructuous or unproductive sunk capital. Furthermore, the material used to lay the pipes and associated structures have been completely spoiled and become useless. This has resulted in several changes in land use pattern in the command area. For instance, some <strong>of</strong> the area localised for paddy has been forcefully converted into rubber plantations 15 The entry <strong>of</strong> rubber plantations particularly in the area commanded by the right bank canaL has, therefore, changed the entire scenario <strong>of</strong> water distribution system in the Kallada command area. Rubber is mostly considered as a rainfed crop. The farmers did not feel the need for OFD works to promote efficient water management, because <strong>of</strong> the existence <strong>of</strong> MCS. Consequently, no private investment took place. Some <strong>of</strong> the necessary accessories like rubber hoses for taking water from the hydrants were also given to the farmers free <strong>of</strong> I~ Surprisingly, there was no justification as regards fixing such norm for recovering the cost <strong>of</strong> installation from the farmcr\. Moreover, based on the operational holdings structure in the command area, majority <strong>of</strong> the farmers would have been placed in the lower strata <strong>of</strong> cost recovery.
