approach and thrust given in the study are different from contemporary studies as: a) it is a longitudinal study; and b) the focus is on farmers' underst~nding <strong>of</strong> the various irrigation related factors and its impact on the implementation <strong>of</strong> CAD programmes. The study identifies perceptible gap between area notified for irrigation and the area actually irrigated and this has been on account <strong>of</strong> a host <strong>of</strong> factors as reported by the farmers including non-levelling <strong>of</strong> land before the actual release <strong>of</strong> water (40.7 %), followed by lack <strong>of</strong> adequate water in the canal (32.2 %), undependable and untimely supply (27.1 %) and non-availability <strong>of</strong> labour (24.7 %). The impact <strong>of</strong> OFD on water use efficiency in terms <strong>of</strong> value <strong>of</strong> crop output per unit <strong>of</strong> water used and productivity <strong>of</strong> crops have also been examined. The productivity <strong>of</strong> crops grown in the plots where OFD is done scientifically is invariably higher than those grown in undeveloped plots. The empirical results discussed in Reddy (1998) on localization in the command area appear to be very interesting. While the project envisages localization pattern <strong>of</strong> Rabi (40 %), Kharif (40 %) and two seasonal crops (20 %), the actual pattern found in 1975-76 was Rabi (77.7 %), Kharif (8.9 %) and two seasonal (13.4 %). The pattern changed further to Rabi (42.5 %), Kharif (19 %) and two seasonal crops (38.5 %) in 1984-85. The impact <strong>of</strong> irrigation (and OFD) on farm business income has been found to be significant as demonstrated by the increase in return on investment in irrigated farming from 9.6 per cent in 1975-76 to 49 per cent in 1984-85. Thus, the hypothesis that irrigation helps increasing income per acre 'has been wellfounded (Reddy, 1998: 220). On the impact <strong>of</strong> extension activities, it is found that only 36 per cent <strong>of</strong> the marginal farmers have contact with the extension 65
agents as against 90 per cent or more in the case <strong>of</strong> big farmers. The study highlights the unfortunate aspect <strong>of</strong> Indian irrigation development, wherein, the crucial elements <strong>of</strong> irrigated farming, viz., land levelling and development, drainage facilities and adverse effects <strong>of</strong> over irrigation do not figure prominently in the extension counseling (Reddy, 1998: 20 I). Vaidyanathan (1999) contends that, in large reservoir based irrigation systems, the ability <strong>of</strong> the system managers to ensure efficient water distribution is constrained by the rigidity <strong>of</strong> the distribution networks, the extent <strong>of</strong> sophistication <strong>of</strong> control structures to regulate the volume and timing <strong>of</strong> flow to different parts <strong>of</strong> the command area, the capacity to collate and analyse the enormous amount <strong>of</strong> information available bearing on crop water needs at different times in different segments <strong>of</strong> the command area and the ability <strong>of</strong> the system managers to enforce the allocation on the ground (Vaidyanathan, 1999). Attempts to bring about improvements at the user level by constructing field channels, consolidation <strong>of</strong> holdings and land levelling have also not made much headway. The uncertainty <strong>of</strong> returns on investment as well as the bureaucratically conceived and implemented programmes with only marginal involvement <strong>of</strong> the users and the organisational weakness <strong>of</strong> the state apparatus are some <strong>of</strong> the important constraints. 2,3.3 Studies on user participation and irrigation management transfer O'Mara (1984) considers beneficiary participation as an important measure to resolve much <strong>of</strong> the problems <strong>of</strong> water utilisation. A system which is responsive to farmer's demand is far more likely to achieve an efficient allocation than any 66
