A cursory glance at the data presented in table 6.1 shows the regional disparities in irrigation development in Kerala as is the case with many other ,;tates in the country For instance. Palakkad district tops in the list in terms <strong>of</strong> number <strong>of</strong> irrigation projects. It has five projects exclusively for the benefit <strong>of</strong> the district. commanding about 19 per cent <strong>of</strong> the total CCA <strong>of</strong> irrigation projects in Kerala and one project ,11aring benefits with the adjacent Thrissur district. Thrissur district benefits out <strong>of</strong> four projects exclusively commanding 25 per cent <strong>of</strong> the total CCA and one sharing with Palakkad. Of the remaining districts, while Trivandrum, Ernakulam and Kozhikode have one project each, Alappuzha and Pathanamthitta share the bendit <strong>of</strong> a single scheme alone. Thus, Thrissur 207
and Palakkad together occupy 10 <strong>of</strong> the 14 projects, occupying about 56 per cent <strong>of</strong> the total CCA benefited under the CAD programmes in the state. Ernakulam has a share <strong>of</strong> 18 per cent <strong>of</strong> the CC A under the CAD programmes (figure 6.1 ). In what follows. we examine the performance <strong>of</strong> CADA with respect to OFD implementation in the CAD schemes in Kerala. The data for this analvsis are drawn from the evaluation report published by the CADA in 1996 and the sample survey report published in 1997. As mentioned earlier. though we are conscious <strong>of</strong> the limitations <strong>of</strong> the data. these reports2 are the only source <strong>of</strong> information on the physical as well as financial aspects <strong>of</strong> CAD performance. This is. however. adequate enough to throw light on the policy and practice <strong>of</strong> CAD programme and its impact on OFD and the consequent efficiency In irrigation water usc. Fig. 6.1.
