The institutional refor:n measures are perceived in a broad spectrum <strong>of</strong> activities. viz., providing a legal framework to the problems <strong>of</strong> sharing <strong>of</strong> water resources, inter-state water disputes, inter-basin water transfers. conferring rights to trade in water resources as well as riparian rights, groundwater regulation, and farmer participation in irrigation management (CWC, 1999: 223). However, institutional reforms are yet tu take a definite shape in India and are emerging gradually. 2.3 Studies on aspects <strong>of</strong> On-Farm Development and water management in irrigation commands The studies addressing the problems related to the efficient use and management <strong>of</strong> water for irrigation have highlighted two critical parameters, namely, the absence <strong>of</strong> scientific land development (OFD) in irrigation commands and the lack <strong>of</strong> discipline among stakeholders regarding development, distribution and management <strong>of</strong> water. The realisation and understanding <strong>of</strong> the ground realities that are purportedly affecting water use efficiency have made the irrigation planners, management specialists and technocrats to take both preventive and curative measures in canal commands. Moreover, given the importance <strong>of</strong> OFD and OFWM in the efficient performance <strong>of</strong> irrigation systems, there have been commendable efforts by researchers to examine the <strong>economics</strong> <strong>of</strong> OFD as well as the dynamics <strong>of</strong> water management practices in canal commands. Many <strong>of</strong> these studies are region-specific and project-specific. 57
2.3.1 Studies on tbe impact <strong>of</strong> OFD Sen (1955), who examines the <strong>economics</strong> <strong>of</strong> land development In river valley projects, has made a pioneering attempt in this regard. The study suggests that utilisation <strong>of</strong> irrigation facilities in an optimum manner with the shortest time lag could ensure optimum return on the large amount <strong>of</strong> capital invested in major irrigation projects. According to Chauhan and Sewa Ram (1977), land levelling, which is an essential aspect <strong>of</strong> OFD, is a crucial non-engineering measure for efficient utilisation <strong>of</strong> water in irrigation projects. They advocate for an underground pipeline system with pre-fabricated channels so as to ensure optimum water use. The need for training the farmers as well as local masons on fabrication <strong>of</strong> moulds, construction <strong>of</strong> channels using these moulds and field layout <strong>of</strong> such pre-fabricated channels to ensure cost-effective OFD works have also been appreciated. Narayan and Reddy (1978) have brought out the role <strong>of</strong>land development in water management with special reference to the Ghataprabha and Malaprabha commands in Karnataka. The study examines the importance <strong>of</strong> scientific OFD in the better utilisation <strong>of</strong> irrigation potential, the problems, both financial as well as lack <strong>of</strong> awareness about OFD works, improper deployment <strong>of</strong> land development staff, timely availability <strong>of</strong> credit facilities from Land Development Banks (LDBs), etc. The study reports the problem <strong>of</strong> distributive inequalities across the irrigation command in view <strong>of</strong> the widespread practice <strong>of</strong> overirrigation and violation <strong>of</strong> cropping pattern. It is found that the farmers were reluctant! hesitant in pursuing OFD works in spite <strong>of</strong> their awareness <strong>of</strong> the 58
