younger age group (16-30) in agricultural activities is only 51 per cent, as against over 70 per cent for the other higher age groups. Of the total unemployed, 88 per cent are in the young age group (1990:91). Labour shortage has been felt in coconut plucking as well as cashew-processing factories for shelling (Oeepa, 1994). The preference <strong>of</strong> labourers, especially those in the younger age groups, has been clearly demonstrated to be for stable employment even if that involves a compromise on the level <strong>of</strong> earnings (Kannan, 1998: L-68). Kannan (1999) demonstrates that the militant labour unionism in the state has been effective in terms <strong>of</strong> putting in place a system <strong>of</strong> wage payment to agricultural labourers even when the labour was not actually employed as in the case <strong>of</strong> head load services. This system is enforced in paddy cultivation in the wet land region <strong>of</strong> Kuttanad in Southern Kerala (which still retains powerful labour unions). In this case, farmers are made to agree to make payments to traditional ploughmen (who do animal ploughing in the fields) when tractors are introduced for such ploughing. He points to the contrast that though the union strategy <strong>of</strong> securing better conditions <strong>of</strong> work and enhancing wage rates could be successful, it fails to prevent a decline in employment as there is no farm level investment forthcoming and a shift to less labour absorbing cropping pattern in agriculture. This dilemma he explains as one <strong>of</strong> 'wage gain and job loss'. Another important factor indicated has been the decline in operational size <strong>of</strong> holdings due to sub-division and fragmentation. This has serious consequences affecting scale economies <strong>of</strong> farm operations in the state. The NSS estimates show that while the percentage share <strong>of</strong> marginal holdings increased from 89 per cent during 1971-72 to 93 per cent in 1992, the area held by this 73
subgroup increased from 40 per cent to 54 per cent. The increase in proportion <strong>of</strong> marginal holdings has been far above the national level, as it increased from 62 to 72 per cent (NSSO. 1971-72: 1992). There are also apprehensions about the problems <strong>of</strong> water availability, in spite <strong>of</strong> massive investment in irrigation infrastructure development in the state. Using a physical infrastructure development index (PIDI), Ghosh et aI., (1998), examine the impact <strong>of</strong> public investment on regional economic development in the Indian states. It is found that in terms <strong>of</strong> overall physical infrastructure development index. Kerala's position declined from 4th rank (1971-72) to 10 th rank (1994-95) in terms <strong>of</strong> individual values <strong>of</strong> physical infrastructure development indicators. With respect to the per capita consumption <strong>of</strong> electricity (peE) and irrigation. the ranks slide down from 11 to 13 and 11 to 24 respectively during the abo\C period. t>.loreover, the state has been identified as lagging behind in terms <strong>of</strong> irrigation infrastructure. Similar finding has been reported by Lall (1999). However. it is wrong to conclude that the state has been lagging behind in terms <strong>of</strong> irrigation infrastructure facilities. Rather, the performance <strong>of</strong> irngation infrastructure has been weak, resulting in various operational level problems. Among the major problems discussed. the cost escalation and time lag in completion arc the most important ones. It may be argued that the reasons for such e\entualitics could be region specific as well. The INCOLD study reports a delay <strong>of</strong> ahout 160 per cent in the case <strong>of</strong> 15 irrigation projects and the highest lag in compil:tlOn has been 466 per cent in the Malampuzha project in Kerala as it took almost 17 years for completion.
