It is reiterated that ··the scope <strong>of</strong> CAD programmes has turned out to be
considerably narrower than originally envisaged. The progress in terms <strong>of</strong> land
improvements and development <strong>of</strong> drainage facilities have been meager and so
has the effort and research involving and propagating cropping patterns and
agricultural practices for optimum use <strong>of</strong> water under the conditions prevailing in
each irrigation command" (GOL Eighth Plan. 1992: 60-61).
In spite <strong>of</strong> the laudable objectives with which CADA was launched, III
practice, the scope <strong>of</strong> the programme proved out to be much narrower than
envisaged. focusing largely on the construction <strong>of</strong> field channels. introduction <strong>of</strong>
.. Warabandi" and land levelling (Vaidvanathan 1999). Achievements have also

been somewhat modest. At the end <strong>of</strong> the Seventh Plan. an estimated 8 million
ha. was brought under "Warabandi". 2 million ha. were levelled and shaped and
field channels constructed in 11.3 million ha. There was no progress in
consolidation <strong>of</strong> land holdings. Achievements have been consistently below
targets. For instance. during the Seventh Plan. the achievements in respect <strong>of</strong> the
strategic programmes like construction <strong>of</strong> field channels was below 48 per cent,
followed by Warabandi (54 %) and only 23 per cent in the case <strong>of</strong> land levelling
(GO!, 1992).
As a matter <strong>of</strong> fact. not many studies have probed into the reasons for
such poor performance. especially at the macro level. A few studies at the micro
level have not addressed these issues in their totality and hardly any linkages
