leading to enonnous transmission and distribution losses. causmg iniquitous distribution and rampant corruption (Vaidyanathan. 1999: 25). 2.2.4 Studies on environmental implications <strong>of</strong> irrigation development There has also been growing antagonism towards the adversities caused by large canal based irrigation projects in India. The multitude <strong>of</strong> ecological issues emerging out <strong>of</strong> irrigation development point to the failure <strong>of</strong> scientific, bureaucratic and planning institutions to recognize the inherent socio-economic and environmental contradictions associated with large dams. The' financial productivity test' applied by the British to test the viability <strong>of</strong> a project was followed even after Independence up to 1964. Because <strong>of</strong> the limited validity <strong>of</strong> this criterion, the social benefit cost analysis has replaced it (GOl. I 972a: 256). Apart from this, the environmental clearance is a necessary condition for the approval <strong>of</strong> irrigation projects. Much <strong>of</strong> the environmental issues reported from irrigation projects relate to water logging and salinity, which are mostly caused by neglect <strong>of</strong> adequate land development works before the release <strong>of</strong> canal water. The Central Water and Power Commission (CWPC) has estimated way back in 1967 that as much as 71 per cent <strong>of</strong> the water is lost in transit from the reservoir to the field (CSE, 1985: III). As per the latest estimates <strong>of</strong> the Central Water Commission, the total degraded area has been reported to be 33.70 million ha., <strong>of</strong> which, 2S per cent <strong>of</strong> area has been affected by water logging, followed by salinity (16 %), acidity (13 %J and alkalinity (II %). Besides, the area degraded due to ravines and gullies has been 18 per cent, shifting cultivation 15 per cent and other problem affected 49
areas being 8 per cent (GO!, 1998). Mitra (1996) suggests that the estimates <strong>of</strong> utilisation <strong>of</strong> potential created will have to be discounted to the extent productive land is going out <strong>of</strong> use from agricultural production. This will make the extent <strong>of</strong> under-utilisation much higher than what is reported (Mitra, 1996: A 33). Thanh and Biswas (1990) examine the interface between irrigation systems and the environment and highlight the importance <strong>of</strong> monitoring and evaluation <strong>of</strong> irrigation projects with respect to environmental implications. Singh gives a very comprehensive and detailed account <strong>of</strong> the canal caused ecological issues and health hazards (Singh. 1997: 133-163) and underscores the necessity <strong>of</strong> incorporating ecological impact studies as an integral part <strong>of</strong> the planning process <strong>of</strong> irrigation systems. He feels that the problems concerning the possibility <strong>of</strong> dam failures, in particular. the occurrence <strong>of</strong> earthquakes. etc., needs careful empirical probing. The problems <strong>of</strong> rehabilitation and resettlement <strong>of</strong> the project affected people (PAP)I communities have also been on the increase in the absence <strong>of</strong> a comprehensive rehabilitation policy. According to the Land Acquisition Act <strong>of</strong> 1894, the project-displaced people were paid only cash compensation. Though this Act was amended in 1984, which allowed the state to provide alternative land as compensation, this act was not legally binding (Singh, 1997: 183). It is widely held that large dams do little to alleviate the existing social inequalities, rather, they further aggravate the already skewed social structure in favour <strong>of</strong> the socially, economically and politically powerful. thus throwing to the winds the socialist pretensions laid down in the constitution (Singh. 1997: 203). 50
