It is interesting to note that in spite <strong>of</strong> the importance given for paddy in all the irrigation projecls. its share in the nel additional earnings is only secondary. II is found Ihat this is due to lack <strong>of</strong> adequate supply <strong>of</strong> water. Thinking that water would be available. farmers allocate more area for paddy cultivation. But the shortage <strong>of</strong> water obviously leading to lower yields <strong>of</strong> paddy and therefore. its contribution to total output in a command area is not commensurate with the area allocated. Similar is the case with some other crops, like banana. arecanul and lapioca, which require timely and adequate supply <strong>of</strong> water. For instance. negative returns from banana cultivation is essentially due to shortage <strong>of</strong> water and also due to water logging and salinity in low lying areas. It is in this context that the OFD becomes important. For. it enables smooth flow <strong>of</strong> \\aler across a plot llf LmJ \\ith no wastage and also avoids waterlogging and other ad,,:rst:
