Chapter 3 Objectives, Methodology and Analytical Framework A detailed review <strong>of</strong> the important studies on irrigation development in India in general. with special reference to Kerala and the studies on performance evaluation <strong>of</strong> CAD programmes with respect to On-Farm Development (OF D) in particular. discussed in Chapter 2, highlights the range <strong>of</strong> problems and issues associated with the promotion and development <strong>of</strong> irrigation systems. Though scholars have addressed the research issues related to the impact <strong>of</strong> irrigation on socio-economic and environmental problems, there are still some dimensions which need further probing empirically. I. The analyses <strong>of</strong> OFD \vorks have been broadly perceived to examine the economic benefits <strong>of</strong> adoption <strong>of</strong> OFD. While some studies are mere case studies. some have <strong>of</strong>fered more theoretical explanations <strong>of</strong> the potential benefits from OF D at the farm level. 2. A positive relationship between OFD and utilisation <strong>of</strong> irrigation potential created has been established by several research studies. But, the interface and linkages between supply and demand for water which influences the pattern, scale and intensity <strong>of</strong> OFD have not been adequately discussed in the Ii terat ure. 3. There are not many studies which have identified the operational constraints in implementing OFD at the farm level except the studies by Narayan and Reddy (1978) and Reddy (1990, 1998). There is a need for more such studies
across the states in different agro-climatic and social settings where the present study region is located. 4. No study has examined the relation between the cropping pattern envisaged in a project and the kind <strong>of</strong> OFD works suitable to it, taking the topographical conditions into account. This dimension is important to formulate locationspecific and need-based operational plans in the command areas. 5. The issues. other than water per se, like the socio-economic conditions <strong>of</strong> the farmers. institutional, technological and hydrological constraints governIng water distribution in a given irrigation system as well as the agro-climatic conditions. which may directly or indirectly influence the adoption <strong>of</strong> OFD by the farmers, have not been well appreciated by the researchers. 6. While the aspects <strong>of</strong> complementarity or the causality between public and private investments have been discussed in the literature, there is no mention as to how the lack <strong>of</strong> integration between massive public investment for irrigation development and distribution policies would lead to institutional failure as well as crowding out <strong>of</strong> farm level secondary investments. The review <strong>of</strong> studies attempted in the foregoing chapter also identifies some <strong>of</strong> the research issues need to be studied further, given their importance in the contemporary development scenario.
