3.1.1 Hypotheses The objectives as presented above have been examined by formulating the following hypotheses. They are based on the apparent mismatch between creation <strong>of</strong> irrigation infrastructure and agricultural development in Kerala as broadly discussed in the development literature specific to the state. I. The agricultural development in Kerala has not been commensurate with the scale and intensity <strong>of</strong> public investment in irrigation development. 2. Organisational and institutional strategies (especially, CAOA) have not been effective in accomplishing scientific OFO and ensuring better water management. 3. The adoption <strong>of</strong> OFO has led to higher yields <strong>of</strong> crops and consequent higher net returns at farm level. 4. Farmers are motivated to adopt scientific OFD and water management practices not necessarily by water availability per se. but by vanous institutional factors and other operational constraints including reglOnspecific issues. 3.1.2 Methodology and sample design In order to study the problems and prospects <strong>of</strong> OFO, two major irrigation projects in Kerala , namely, Kallada and Peechi have been selected. However, in order to understand the problems in generaL the analysis <strong>of</strong> <strong>economics</strong> <strong>of</strong> OFD at the macro level covers all the 14 irrigation projects completed in the state so far. 83
The indepth study to examine the factors influencing OFD at the micro level confines only to two irrigation projects mentioned above. The multi-stage sampling has been followed to select the sample units, the stages being selection <strong>of</strong>: (a) command area, (b) main canals, and (c) location <strong>of</strong> the canal reach, (d) villages, and (e) households. 3.1.3 Selection <strong>of</strong> irrigation commands The two command areas under reference have been selected based on: (a) the total life <strong>of</strong> the scheme; (b) potential area expected to be irrigated; (c) level <strong>of</strong> institutional interventions; (d) cropping pattern; and (e) topography and other specifics <strong>of</strong> the command areas. Both the irrigation projects are old generation projects in the state. While the Peechi project was started in 1947, Kallada was started in 1961. The Peechi project is commissioned fully and is brought under the Command Area Development Programmes (CADPs). It is technically designed for irrigating paddy. The groundwater recharge is reported to be one <strong>of</strong> the highest among the irrigation projects. Whereas, the Kallada is still an ongoing scheme (and partially commissioned), in spite <strong>of</strong> it being started more than 40 years ago. It is designed for providing irrigation to garden and tree crops. The Minor Conveyance System (MCS) designed for water distribution in the Kallada command area is unique. The topography <strong>of</strong> the two projects is distinctly different. While Peechi command is plain and levelled, Kallada has highly undulating topography. The Right Bank Main Canal (RBMC) systems <strong>of</strong> both the irrigation projects have heen selected based on the area covered and number <strong>of</strong> villages benefited.
