were identified and corrective measures suggested. The studies available mostly address to the organisational aspects and constraints in the implementation <strong>of</strong> certain categories <strong>of</strong> physical improvements in the system (Vaidyanathan. 1999: 94). The discussion so far on the performance <strong>of</strong> CAD programmes in Kerala in terms <strong>of</strong> cost, productivity <strong>of</strong> crops and so on shows the limited scope with which they were designed and operated. For instance, most <strong>of</strong> the activities were confined to the engineering activities with emphasis on construction <strong>of</strong> field channels upto 5-8 ha. block alone. The field channels have never been extended to farmers' fields to enable effective utilization <strong>of</strong> water in the fields. The farmers did not take initiative to construct field boothies on their own for irrigating crops in their homesteads. Moreover. land leveling and shaping have not been gi\cn adcquate attention in the CAD programmes in the state. The subsidy disbursement programmes have been skewed in favour <strong>of</strong> medium and large farmers and small and marginal farmers have been totally neglected in the process. The OFD works undertaken under the CAD have, therefore, not been effective in reducing the conveyance loss <strong>of</strong> water, improving distributional efficiency with equity in almost all the projects. A brief account <strong>of</strong> thc findings and observations on the implementation <strong>of</strong> CAD programmes in irrigation projects in Kerala as highlighted by the reports <strong>of</strong> the Comptroller and Auditor General <strong>of</strong> India (CAGI) for the pcriod 1991-92 to 1997-98 (CAGL 19
deficiencies that help drawing lessons to incorporate preventive measures in the completed irrigation projects and curative measures in the on-going ones. The shortcomings in achieving targets as brought out by the report may not be surprising, because, the development planning programmes in India have invariably been far behind the expected targets. For instance, the achievement <strong>of</strong> Warabandi programme in the irrigation projects <strong>of</strong> Kerala, as brought out by the (AGI Report (1998), was only 57 per cent. The achievement in the construction <strong>of</strong> filed drains, a very crucial aspect <strong>of</strong> OFD to prevent adverse effects on soi I, was just 9 per cent. It is a reflection on the commitment <strong>of</strong> the government and particularly CADA to take up OFD works in the command areas. Furthermore, the report has highlighted the misleading statistics given by the (ADA on implementation <strong>of</strong> OFD programmes. For example, it was reported by the (ADA that in the entire ayacut <strong>of</strong> 76958 ha. under eight projects, fieid channels construction was completed. But, on verification, it was found that an area <strong>of</strong> 28361 ha. (37 %) was left out without constructing field channels. But the amount spent on it far exceeded the targets and norms fixed by the government. It shows the manipulative strategies <strong>of</strong> the bureaucracy to justify the amount spent on OFD. This is just one example to demonstrate as to how the rentseeking attitude <strong>of</strong> the impkmenting <strong>of</strong>ficers has been contributing to the emergence <strong>of</strong> less efficient and cost-ineffective irrigation systems. The influence <strong>of</strong> political and local dynamics on the prioritisation and implementation <strong>of</strong> programmes has also been brought out.
