and water-augmenting technology, as there will be no conveyance losses <strong>of</strong> water. Given the awareness levels <strong>of</strong> the farmers about the need for and importance <strong>of</strong> OFD and its impact on crop productivity, water use efficiency and environmental sustainability, it is important to examine the problems and constraints, if any, that retard the farm level implementation <strong>of</strong> OFD. Majority <strong>of</strong> the farmers in Kallada project feel that the MCS network provided for on-farm water distribution does not warrant any investment in land development. For, the tree crops are irrigated through flexible hose pipes. All those coming under MCS, therefore, do not see any reason to invest on OFD. Sixteen per cent <strong>of</strong> the farmers have indicated the reasons such as lack <strong>of</strong> finance, lack <strong>of</strong> connecting field channels and existence <strong>of</strong> rubber plantations as the reasons for not adopting OFD works, in spite <strong>of</strong> having MCS. Twenty - three per cent <strong>of</strong> the farmers do not go for OFD due to lack <strong>of</strong> field channels connecting their plots to the distributory or minor. This appears to be strange, because, unless field channels are provided to the plots, it would be difficult for 275
a farmer to use water from the distributory canal. Since the farmers have no easy access to water, it is obvious that they would tend to neglect OFD. Another important factor contrihuting to the non-adoption <strong>of</strong> OFD is the crop shift from paddy to rubber. Since rubber is a rainfed crop, farmers do not feel the need for OFD. However, as observed earlier, the productivity <strong>of</strong> rubber is relatively high in developed plots than in undeveloped plots, though it is a rainfed crop2 There is not much variation in the reasons cited by the farmers for non-adoption <strong>of</strong> OFD across the locations, except in the middle reaches, where the proportion <strong>of</strong> farmers indicating all the four reasons is relatively less at 7 per cent, compared to 23 per cent in the head reaches and 16 per cent in the tail end. Lack <strong>of</strong> finance seems to be no constraint at all as revealed by a very marginal propurtion <strong>of</strong> farmers reporting it, ranging between three per cent in the middle reaches and 9 per cent in the head reaches. It may be noted that the income from rubber cultivation always has a positive impact on the liquidity position <strong>of</strong> the farmers. [n Kallada project, the MCS design by the agency (the state Irrigation Department) is in itself an innovative OFD suitable to the steeply undulating topography.
