therefore. taken as a way <strong>of</strong> life not as a source <strong>of</strong> income nor as a means to an end. but as an end in itself. An attempt has. therefore. been made in what follows to examme and analyse the costs and returns <strong>of</strong> investment in OFD works. in general. at the project level and at the farm level by the farmers, in particular. In the first instance. the economic effects <strong>of</strong> OFD have been examined in respect <strong>of</strong> the ten completed irrigation projects in terms <strong>of</strong> net returns per ha. <strong>of</strong> cropped area as well as incremental benefits accrued to the farmers. While the analysis <strong>of</strong> the effects <strong>of</strong> OFD on agricultural development <strong>of</strong> the completed irrigation projects is based on the data drawn from evaluation studies <strong>of</strong> CADA published in 1996. the analysis with respect to the two projects selected for the study is entirely based on the farm level sun'ey data collected from the households. The limit~J!ions <strong>of</strong> the evaluation studies <strong>of</strong> CADA in terms <strong>of</strong> its scope and coverage are. however. kept in view while interpreting the trends in production and productivity <strong>of</strong> crops grown in command areas. In case <strong>of</strong> Pee chi, one <strong>of</strong> the projects selected for the stud~. the results <strong>of</strong> the evaluation study are extensively used to supplement the empirical findings based on field level data. As regards the Kallada Irrigation Project. the Minor Conveyance System I (MCS) is considered as one <strong>of</strong> the important OFD works at the farm level for promoting better utilisation <strong>of</strong> irrigation water. It is particularly so because <strong>of</strong> the undulating topography <strong>of</strong> the command area. conditions <strong>of</strong> the topography <strong>of</strong> the project. The relative performance <strong>of</strong> various crops in the Kallada command area under MCS is compared with those under the open canal system (OCS) to find out the impact. if any. <strong>of</strong> OFD on crop productivity and water use efficiency. An attempt has also been made to examine the impact <strong>of</strong> land use pattern. which seem to have been changing in the irrigation commands in general and Peechi and Kallada projects. in particular. on the scale and intensity <strong>of</strong> taking up OFD works by the farmers. Lack <strong>of</strong> faith in timely and adequate supply <strong>of</strong> water to grow water-intensive crops and relatively more remunerative prices for some <strong>of</strong> the commercial crops, like rubber and other plantation crops tends to demotivate farmers to take up cost intensive OFD works necessary for the cultivation <strong>of</strong> irrigated crops. This analysis may help understanding the dynamics <strong>of</strong> orD at the farm level. I. The status <strong>of</strong> OFD in CAD projects in Kerala: An aggregate analysis In Kerala. the Command Area Development (CAD) programme was implemented with effect from March 1978. as per the GO (MS) No. 2491791 AD dt. 13.6.1979. InitiallY, 10 completed irrigation projects in the state, viz., Malampuzha. Walayar. Mangalam. Gayathri and Pothundy in the Palakkad district. I'eechi, Vazhani, Cheerakuzhi and Chalakudy in the Thrissur district and Neyyar in the Thiruvananthapuram district with a Culturable Command Area (CCA) <strong>of</strong> 97200 ha. were brought under the programme in 1985. Further. four more schemes, viz., Kuttiyadi in Kozhikode district, Chitturpuzha in Palakkad 204
