The most neglected aspect <strong>of</strong> OFD is the drainage. Depending upon the type <strong>of</strong> soil and other topographic conditions. the nature. type and extent <strong>of</strong> drainage works will be decided. This calls for systematic and scientific suney to estimate the drainage works. But. it is unfortunate that in all the 14 projects completed. as <strong>of</strong> March 1998. it was not carried out. With the result. only 8 per cent <strong>of</strong> the targeted area. identified for drainage, was completed by 1997 (Ibid: 227). The loan component <strong>of</strong> Rs. 500 per ha. to construct drainage channels was very meager and did not match with actual requirement <strong>of</strong> Rs. 2500 to 3000 as reported by the farmers. For instance, the expenditure per ha. at the national level was fixed at Rs. 2500. which was subsequently increased to Rs. 4000 and currently to Rs. 6000. Based on the Kerala experiences, this norm does not hold good for three important reasons. 1) Firstly. the topography <strong>of</strong> the irrigation commands is highly undulating and therefore. the cost <strong>of</strong> construction <strong>of</strong> water distribution networks is much higher than the national average. 2) Secondly, the main/ branch canals are constructed on higher contours resulting in larger distance between the canals and paddy fields. The construction costs <strong>of</strong> a field channel from any sluice/ spout up to the paddy fields are. therefore. very high due to the huge quantum <strong>of</strong> earthwork involved. besides the length <strong>of</strong> the channel. Because <strong>of</strong> the ceiling on maximum rate per ha .. in man)' places. length <strong>of</strong> the field channel was curtailed to maintain the t:xpt:nditure within the permissible limits. As a result, the field channds could not be taken to the entire fields and the ayacut under the spout art: kft without sufficient OFD works. 235
3) Again. due to the high density <strong>of</strong> population causmg high density <strong>of</strong> dwellings and fragmented holdings. field channels cannot be constructed straight from the spout to the fields. Many turns are necessary which ~dd to unit cost <strong>of</strong> construction. Lack <strong>of</strong> adequate resources with the farmers has added to the slow progress <strong>of</strong> drainage works. It is also true <strong>of</strong> other activities like land levellino "" bunding and shaping. Only 43 per cent <strong>of</strong> the targeted area was levelled by 1997 (CAGI. 1998:228). The project authorities reported that was essentially due to lack <strong>of</strong> adequate staff to carry out the work at the field level. The above observations based on the aspects <strong>of</strong> physical and financial status <strong>of</strong> performance <strong>of</strong> the irrigation projects reveal that the CAD programmes in the command areas <strong>of</strong> Kerala. in general. are not properly designed, implemented and uperated. A wide range <strong>of</strong> issues. viz., inadequate financial resources. improper targeting <strong>of</strong> the beneficiaries. political and local dynamics influencing prioritisation <strong>of</strong> the programmes. lack <strong>of</strong> scientific survey to estimate the scale and intensity <strong>of</strong> OFD works to be carried out in different projects, badly managed delivery systems, etc., have been identified as important factors contributing towards the less efficient and low scale OFD operations in the command areas. Given the problems and constraints as discussed above. an effort was made by the state government to improve the operational efficiency <strong>of</strong> the irrigation projects. A brief review <strong>of</strong> the new programme intending to revamp the old generation projects in the state is in order. The thrust <strong>of</strong> the programme is to 236
