Though this appears to be quite encouraging and welcome trend. the number <strong>of</strong> Beneficiary Farmers Associations (BFAs) has drasticaIl~ declined from 479 to only 87 during the above period. In the light <strong>of</strong> emerging refllrrll' III the water sector. the need for Water Users' Associations (WL' As I has been gaining ground all over the world. Therefore. there is need to concentrate on this aspect in Kerala and find out the specific reasons. if any. for the dowr.ward trend in forming farmers' associations. Subsidy to small and marginal farmers also has been declining over time. This is not a healthy trend. particularly with respect to OFD. which calls for more investment. which small and marginal farmers cannot afford by themselves. Farmers' training programmes. as mentioned abo\e. seem to be quite popular as revealed by the targCl achievements. the details <strong>of</strong> which are presented in table 6.4. It is noteworthy that in spite <strong>of</strong> much lower achievement <strong>of</strong> financial targets. the physical achievement has been very impressive. For instance. in 1991-92 with only 41 per cent achicvement in financial expcnditure. there was 98 213
per cent achievement in physical terms. It not only shows the organisational ability and commitment to train more and more farmers but also the cost effectin:ness with which the programmes were administered. The data presentt::d in tht:: table 6.5 shows the scale and intensity <strong>of</strong> CAD programmes implemt::nted in the projects selected for the study. The intensity in this context is defined as tht:: ratio <strong>of</strong> cultural command area (CCA) to the number <strong>of</strong> each programme. Tht:: ratio <strong>of</strong> training programmes to CCA varies from I: 12.8 in Cheerakuzhi project to 1 :59.1 in Walayar project. Based on this ratio. the projects wt::rt:: ranked and the figurt::s in part::ntheses in table 6.5 shows the relative position. Based on tht:: ratio <strong>of</strong> CCA to training programmes in each irrigation project. the efficiency in terms <strong>of</strong> con:rage seems to be high in relatively smaller projects in terms <strong>of</strong> CCA.
