INTRODUCTIONCe bilan de l’Etat-providence en Belgique, qui reflète aussi en partie une opinionpersonnelle, décrit la situation depuis 1997 jusqu’à ce jour. Nous évoquerons toutd’abord la situation macroéconomique et le marché de l’emploi pour ensuite nousattarder sur le financement global de la protection sociale ainsi que sur les changementsmajeurs dans le système des retraites et le système des soins de santé et dessoins de longue durée.2. CONCLUSIONS DU PRECEDENT RAPPORT SUR LA BELGIQUEDans nos premier et deuxième rapports sur l’Etat-providence en Belgique, nousavions conclu que, malgré le sentiment que la crise économique n’avait jamais cessédepuis les première et deuxième crises pétrolières, la croissance économique s’étaiten fait poursuivie. Dans un même temps, l’économie belge, à l’instar de nombreusesautres économies européennes, avait opté pour des activités productives nécessitantun faible apport de main-d’œuvre. Depuis les années 1970, nous n’avons jamaisrenoué avec le plein emploi. Face au chômage massif persistant, toutes les politiquesde l’emploi semblaient inefficaces et trop tardives. Cela impliquait un rôleconsidérable de la redistribution des revenus par la sécurité sociale, que l’on pourraitmême appeler politique de stabilisation macroéconomique. Nous en avions concluque le financement de la sécurité sociale était toujours sous pression, et plusparticulièrement depuis la réduction des contributions. Mais la nouvelle réductionde l’impôt intervenait trop tardivement, voire trop tôt, puisque la réduction de la detteaurait dû rester la première priorité. Les choses ont-elles changé ces dernières années ?3. CROISSANCE ECONOMIQUE ET PROTECTION SOCIALELes sept dernières années ont été caractérisées par une croissance économique positive,qui a même dépassé pendant plusieurs années celle des autres pays de l’UE oude la zone euro.(1) En remerciant nos collègues Sigrid Merckx, Alex Van Steenbergen et Wannes Verschueren pourleur aide ‘de dernière minute’.591
