Transport infrastructure is still poorly used and underfinanced for lack oftransparency in the costs paid by users, lack of adequate funds and the absenceof a framework conducive to investment.The White Paper (2001) ‘European transport policy for 2010 – time todecide’ brought already attention to the clear mismatch between the stated objectivesof the TEN-T 1 and the financial resources available to the Community.On the other side with the immense growth of traffic and transport moreinvestment in infrastructure is absolute necessary, without high-performancetransport networks, economies cannot be competitive. The creation and smoothoperation of TEN-T which became official Community policy 10 years ago, isa key condition for the success of the internal market to ensure sustainable mobilityin an enlarged EU.On the same time there is growing insistence on sustainable development tocover with the transport costs not only the internal but also the external costs, notonly to ensure sustainable environment but also to finance infrastructure investmentin the right direction. The key strategy of the Commission’s infrastructurepolicy is that transport taxes and charges, in every mode of transport, shouldbe varied to reflect the cost of different pollution levels, travelling times and1TEN-T, Trans European Transport Networks, Guidelines 1996, Implementation of the Guidelines1998–2001.
