Applications for Payment will not be recommended for payment if record documents are found to be incomplete or not in order. Final payment will not be recommended without complete record documents. 1.10 REVIEW BY CMAR, ENGINEER AND OWNER A. The Owner and authorized representatives and agents of the Owner shall have access to and be permitted to observe and review all work, materials, equipment, payrolls, personnel records, employment conditions, material invoices, and other relevant data and records pertaining to this Contract at all times, provided, however that all instructions and approval with respect to the Work will be given to the Bidder only by the Owner through authorized representatives or agents.
