00 10 00 INSTRUCTIONS TO BIDDERS 1. Qualifications of Bidders A. Submit documentation with Bids to demonstrate that the Bidder is qualified by experience and capability to successfully construct the project within the Contract Time and for the Contract Amount. Include the following information: 1. Bid Proposal Package 2. Attachment A – Bid Proposal. 3. Attachment B – Bidder’s Profile. 4. Attachment C – Bidder’s Statement of Experience. 5. Attachment D – Subcontractor’s Safety Performance Questionnaire. 6. Attachment E – Bidder’s Scope of Work/Supply. 7. Attachment F – List of Subcontractors 8. Attachment G – List of Suppliers B. Colorado River Municipal Water District (Owner), Daniel B. Stephens & Associates, Inc. (Engineer), Freese and Nichols (Engineer) and Garney Companies, Inc (CMAR). may conduct investigations as considered necessary to establish the responsibility, qualifications and financial ability of the Bidders, proposed Subcontractors and other persons and organizations to do the work in accordance with the Contract Documents to Owner/Engineers/CMAR’s satisfaction, and within the prescribed time. Owner/Engineers/CMAR may reject the Bid of any Bidder who does not meet any such evaluation to Owner's satisfaction. 2. Copies of Bidding Documents A. Complete sets of Bidding Documents must be used in preparing bids; neither Owner nor Engineers nor CMAR assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. B. Owner/Engineers/CMAR in making copies of Bidding Documents available on the above terms do so only for the purpose of obtaining Bids on the Work and do not confer a license or grant for any other use. 3. Examination of Contract Documents and Site A. It is the responsibility of each Bidder before submitting a Bid, to (a) examine the Contract Documents thoroughly, (b) visit the site to become familiar with local conditions that may affect cost, progress, performance or furnishing of the Work, (c) consider federal, state and local Laws and Regulations that may affect cost, progress, performance or furnishing of the Work, (d) study and carefully correlate Bidder’s observations with Contract Documents, and (e) notify CMAR of all conflicts, errors or discrepancies in the Contract Documents. B.
