Key directions for CSR development:<br />

1. Care for immediate stakeholders – employees,<br />

shareholders, suppliers, and also conduct ecological and<br />

social projects in the local communities/regions.<br />

2. Short-term, tactical interaction between the state, society<br />

and business – e.g. cultural initiatives by the government<br />

on behalf <strong>of</strong> society with financing by business.<br />

3. Long-term investment in society and human capital –<br />

long-term collusion <strong>of</strong> social, state and business<br />

interests, not very developed in Russia.<br />

State, business and social interests are never seen as conflicting,<br />

but always congruous.<br />

The main identified components <strong>of</strong> CSR are:<br />

1. Production <strong>of</strong> quality products and services<br />

2. Creation <strong>of</strong> attractive jobs, payment <strong>of</strong> “legal” (i.e. fully<br />

declared for taxation – JF and AZ) salaries and wages,<br />

investment into development <strong>of</strong> human potential.<br />

3. Fulfilment <strong>of</strong> demands <strong>of</strong> tax, environmental, labour and<br />

other legislature.<br />

4. Effective conduct <strong>of</strong> business, oriented towards adding<br />

economic value and increase in shareholder wealth.<br />

5. Accounting for social expectations and commonly<br />

accepted ethical norms in the conduct <strong>of</strong> business.<br />

6. Investment in the formation <strong>of</strong> the civil society through<br />

partnerships and local community development<br />

programmes.<br />

Key principles <strong>of</strong> government environmental policy:<br />

1. Sustainable development with equally balanced<br />

economic, social and environmental components, and<br />

recognition that social development is impossible<br />

alongside environmental degradation.<br />

2. Just distribution <strong>of</strong> the gains from natural resources use
