The Area Selected and the Ccow Buffalo” Business Section<br />

The area selected has been qualified as “Area B”, or an “area with an intensive<br />

agriculture and with integrated productive line” 16 , in the recent Rural development<br />

Program (Psr) 2007-2013 <strong>of</strong> the Region Campania (approved by European<br />

Commission, with choice n. C(2007)5712 <strong>of</strong> 20 November 2007) 17 .<br />

Such territory has lately been subjected to contradictory choices by local<br />

administrations that have allowed the installation <strong>of</strong> activities incompatible with the<br />

safeguard <strong>of</strong> the exercise <strong>of</strong> agricultural productive activities and more generally, <strong>of</strong><br />

activities incompatible with the development <strong>of</strong> the landscape potential <strong>of</strong> the<br />

territory. Such choices, besides the serious attacks from various forms <strong>of</strong> abuse, have<br />

brought pollution, environmental disqualification, and annulment <strong>of</strong> a consolidated<br />

productive and housing history.<br />

In the Agro Caleno, the Delegated Commissioner for emergency refuse has<br />

manifested the intention to install activity related to the disposal <strong>of</strong> refuse, including<br />

dumps <strong>of</strong> refuse solid urban, plants for treatment <strong>of</strong> special refuse, polluting<br />

industries and incinerators.<br />

This area is designated for quality alimentary production <strong>of</strong> “mozzarella <strong>of</strong> bufala”<br />

(controlled origin denomination), the apple “annurca”, other fruit and vegetable, and<br />

olives, whose production is always endowed with marks <strong>of</strong> quality, and therefore the<br />

area is not fit to sustain polluting plants.<br />

In 2007 and 2008, the zootechnic business section and milk-cheese <strong>of</strong> buffalo <strong>of</strong> the<br />

region and, in general, <strong>of</strong> the area within the denomination <strong>of</strong> protected origin<br />

"mozzarella <strong>of</strong> bufala doc", have experienced a series <strong>of</strong> emergencies with economicenvironmental<br />

and sanitary aspects that have threatened the structural stability <strong>of</strong> the<br />

sector and impacted the operations <strong>of</strong> the productive line. The first signs <strong>of</strong> difficulty<br />

for the zootechnic business section <strong>of</strong> buffalo, and particularly for that <strong>of</strong> the<br />

province <strong>of</strong> Caserta, were in November 2006, following the emanation <strong>of</strong> an<br />

ordinance <strong>of</strong> the Minister <strong>of</strong> Health on November 14th 2006, bringing "extraordinary<br />

Measures by veterinary police in areas <strong>of</strong> tuberculosis, bovine and buffalo<br />

brucellosis, sheep and goat brucellosis, leucosis in Calabria, Campania, Puglia and<br />

Sicily", resulted in obligations to demolish a conspicuous number <strong>of</strong> head.<br />

qualification <strong>of</strong> the <strong>of</strong>fer”) are areas with agricultural specialisation, identified in consideration <strong>of</strong> the agricultural<br />

model (more intensive) <strong>of</strong> the agro-food vocation (with high index <strong>of</strong> specialisation) and <strong>of</strong> the presence <strong>of</strong> critic<br />

labels and in a development phase.<br />

17 The Rural Regional Program (PSR) established for these areas:<br />

1) investments directed to improving the quality and alimentary safety standards;<br />

2) to support positive initiatives on environment performance;<br />

3) investments directed to hygiene conditions;<br />

4) the introduction <strong>of</strong> innovative technologies for the improvement <strong>of</strong> quality and alimentary safety<br />

standards;<br />

5) the exploitation <strong>of</strong> quality production;<br />

6) to support the development <strong>of</strong> cooperative relationships <strong>of</strong> line;<br />

7) the stimulation <strong>of</strong> technical-commercial support for increasing the presence <strong>of</strong> products on national and<br />

international markets;<br />

8) to support the introduction <strong>of</strong> control systems and certification on quality <strong>of</strong> line.
