L.2. Beach<br />

Rescue<br />

CAUTION!<br />

Helicopter response is the preferred method of retrieving people in the<br />

water from beach surf areas.<br />

Units that attempt off road beach/shore launching do so at extreme risk. Units<br />

should verify GSA vehicle policies regarding use of GSA vehicles or commercially<br />

leased vehicles in off road environments.<br />

Procedures<br />

Generally, local agencies are better equipped and trained for beach<br />

rescue. Units will not normally undertake beach rescues alone. Liaison<br />

with local rescue authorities is strongly encouraged. Units in AORs<br />

where local agencies may call upon the <strong>Coast</strong> <strong>Guard</strong> to assist with beach<br />

rescues must clearly establish, in writing, each agency’s responsibilities<br />

and limitations in this area. Copies of these agreements shall be provided<br />

to the Operational Commander and District Commander.<br />

When developing procedures for participating in beach responses in<br />

support of other agencies, units should establish the following:<br />

The CO/OIC will develop training and qualification guidance for<br />

crewmembers likely to be involved in beach rescue missions.<br />
