ELT Response<br />

C.3. Procedures<br />

Units shall respond to reports of observed violations of U.S. laws or<br />

regulations (including pollution laws) in their AOR when it is (1) lawful<br />

and appropriate, and (2) the resources required to respond in a safe and<br />

effective manner are available. Units shall contact their Operational<br />

Commander before dispatching any resources:<br />

(01)<br />

If there is any question whether or not the requested (or intended)<br />

action is lawful and appropriate.<br />

(02) When there are significant potential risks to people or property,<br />

including <strong>Coast</strong> <strong>Guard</strong> persons or property (e.g. shots fired).<br />

(03) If the unit’s resources (people or equipment) are inadequate for a<br />

safe and effective response.<br />

Units shall integrate the principals of ORM into daily processes, as<br />

appropriate, to help ensure mission success and safety of personnel. ELT<br />

response actions generally require close coordination with other<br />

agencies. Up-to-date agency contacts for ELT response operations within<br />

the unit’s AOR should be maintained at the Area, District, Sector, and<br />

unit.<br />

C.4. Patrols<br />

Patrols are the action of traversing an area for observation or the<br />

maintenance of security. <strong>Coast</strong> <strong>Guard</strong> LE patrol activity is conducted on,<br />

under, and above waters subject to the jurisdiction of the United States<br />

and the high seas, and ashore at facilities adjacent to waters subject to the<br />

jurisdiction of the United States. The purpose of patrol activity is to:<br />

(01) Deter unlawful activity.<br />

(02) Detect unlawful activity.<br />

(03) Preempt or interdict unlawful activity.<br />

(04) Maintain organizational situational awareness.<br />

<strong>Coast</strong> <strong>Guard</strong> LE officers often engage in domestic LE activities, such as<br />

maritime and facility patrols, that generally do not involve either the<br />

ongoing investigation of specific criminal activities or the prevention of<br />

catastrophic events or harm to the national security.<br />
