Introduction<br />

Operational Commander Ready for Operations (RFO) Evaluation<br />

Requirements<br />

Operational Commanders shall conduct a RFO evaluation at least<br />

annually at each unit. The RFO evaluation may be conducted at any time<br />

of the year. The RFO evaluation shall be comprised of an evaluation of<br />

the unit’s boat crew training program, survival systems program,<br />

personal protective equipment program, a materiel inspection, and<br />

underway exercise evaluations. They shall mirror the Boat Forces<br />

Readiness and Standardization Team Assessments using the scoring in<br />

Chapter 3 of this part. The Operational Commander shall issue a formal<br />

report of the RFO evaluation. Readiness and Standardization<br />

Assessments conducted by the Standardization Teams will not substitute<br />

for the Operational Commander’s RFO evaluation.<br />

B.1. Preparation<br />

In preparation for a unit assessment, the RFO Team shall, at a minimum:<br />

(01) Review previous RFO/STAN assessment reports.<br />

(02) Obtain the status of remaining materiel discrepancies from<br />

previous RFO/STAN visits.<br />

(03) Obtain information concerning incomplete ECs.<br />

(04) Obtain check sheets from the STAN Team web sites at<br />

http://cgweb.tcyorktown.uscg.mil/UTB/stan/index.asp.<br />

(05) Compare prior RFO/STAN comments concerning the unit<br />

training program and rescue and survival systems program to<br />

current requirements.<br />

(06) Review (and update, if appropriate) examination content for<br />

alignment with current policies, doctrine and TTP.<br />
