Responsibilities<br />

Safety of personnel and the safeguarding of equipment must remain<br />

paramount during underway evaluations. For this reason, the following<br />

procedures apply.<br />

The Coxswain has ultimate responsibility for the boat and all persons<br />

aboard during a mission, including RFO evaluation. If concern for<br />

personnel or vessel safety arises, the Coxswain shall halt the exercise<br />

until the unsafe situation or condition is corrected.<br />

All safeguards must be taken to ensure that the evaluation environment<br />

does not become hazardous. When an evaluator observes an unsafe<br />

condition, they shall inform the Coxswain. If, in the evaluator’s<br />

judgment, personnel or property remain endangered, they shall terminate<br />

the exercise. If at any time it is discovered that the boat has a disabling<br />

casualty, underway exercises shall be terminated and the boat placed in<br />

“Charlie” status until the discrepancy is corrected. If a restrictive<br />

discrepancy is discovered on the boat, underway exercises will be<br />

suspended until the discrepancy is corrected or the Operational<br />

Commander grants a waiver in accordance with this Manual Part 5,<br />

Chapter 4, Section C, Discrepancy Classifications and Required Actions.<br />
