Chapter 1 –Training and Qualification<br />

B.2.b. Course<br />

Manager<br />

Course Managers (CM) are responsible for detailed management of<br />

<strong>Coast</strong> <strong>Guard</strong> particular courses and schools. Course Managers, in<br />

conjunction with Forcecom (FC-TOT), shall:<br />

(01) Establish training requirements within processes and guidelines<br />

set forth by Forcecom (FC-TOT).<br />

(02) Manage assigned resident training courses and training programs<br />

in accordance with Forcecom (FC-TOT) directives.<br />

(03) Act as waiver authority for all resident training courses and<br />

training requirements under their cognizance.<br />

B.3. TQC<br />

Responsibilities<br />

The Training Quota Management Center (TQC) is a headquarters unit<br />

located in Chesapeake, VA, responsible for the order-issuing functions<br />

for class “C” Schools. TQC shall:<br />

(01) Administer the <strong>Coast</strong> <strong>Guard</strong>’s quota allocation process and serve<br />

as the class “C” school order-issuing authority for all<br />

Headquarters program managers in accordance Reference (bbb)<br />

and this Manual.<br />

(02) Advise FORCECOM (FC-T) of any inconsistencies in unit or<br />

boat crew resident training with information copies to<br />

Commandant (CG-731).<br />

(03) Assign quotas based upon the training requirements identified in<br />

this Manual in conjunction with the Operating Logistics Support<br />

Plan for assigned boats and program direction.<br />

(04) Schedule training for unit personnel in accordance with this<br />

Manual, the Operating Logistics Support Plan for assigned boats<br />

and program direction.<br />

(05) Maintain liaison with other U.S. Government training commands<br />

and training sources, as appropriate and authorized by Forcecom<br />

(FC-TOT), in order to maintain an integrated quota management<br />

system. This system should allow for improved quota<br />

management including historical utilization data.<br />
