Weather<br />

Coxswain<br />

The check-ride will be conducted by an experienced, certified Heavy<br />

Weather Coxswain, or Surfman from the BCEB. The evaluation should<br />

include drills involving boat operations in heavy weather and surf (less<br />

than 8 FT), crew control, mission management, and the maturity and<br />

judgment necessary to perform as a Heavy Weather Coxswain.<br />

In the absence of a Heavy Weather Coxswain or Surfman at the unit, the<br />

CO/OIC is responsible for verifying performance of tasks to standard and<br />

signing off the qualification tasks. Commands should consider the use of<br />

outside resources, where necessary, to ensure proper standards are<br />

maintained. Skills to observe include:<br />

(01) Departure planning.<br />

(02) Crew brief/debrief.<br />

(03) Judgment.<br />

(04) Leadership.<br />

(05) Use of rescue and survival gear.<br />

(06) Emergency procedures.<br />

(07) Boat handling in heavy weather and surf.<br />

(08) Piloting in heavy weather.<br />

(09) Heavy weather towing.<br />

(10) Wave avoidance techniques.<br />

(11) Surf Station keeping.<br />

(12) Transiting a breaking bar.<br />

(13) Person-in-the-water recovery in heavy weather and surf.<br />

(14) Application of team coordination and risk assessment standards.<br />

(15) Operational Risk Management (ORM).<br />

NOTE<br />

A guideline for “reasonable amount of time to certify” is the average amount of time<br />

for previously uncertified unit Coxswains to certify.<br />
