Chapter 7 – Recognition Awards<br />

Section A. Sumner I. Kimball Award<br />

Introduction<br />

A.1. Origin<br />

This award recognizes boat materiel condition, excellence in crew<br />

proficiency, boat and personal protective equipment condition, and<br />

compliance with established training requirements as essential readiness<br />

components.<br />

This award program is named for Sumner I. Kimball, whose service<br />

spanned from 1861 to 1915. Dr. Dennis Noble, a historian of the U.S.<br />

Life-Saving Service, wrote of Kimball: "Kimball was unquestionably the<br />

driving force behind the United States' possessing a first-class lifesaving<br />

organization. Much of the present-day <strong>Coast</strong> <strong>Guard</strong>'s highly regarded<br />

reputation as a humanitarian organization is the result of his<br />

organizational skills and management abilities. Many of the routines that<br />

he established, such as constant drills with rescue equipment, are just as<br />

important today as they were more than a century ago.” A link to The<br />

A.2. Eligibility<br />

Eligibility for the award is based on the Readiness and Standardization<br />

(STAN) Assessment scoring criteria contained in Part 5, Chapter 3 of<br />

this Manual.<br />

The minimum score to qualify for the award is 45 points. If a unit<br />

receives a score of zero (0) in any of the sections (for example, a unit<br />

receives a zero in the knowledge based written test section), they are not<br />

eligible for the award. The unit's designated standard platform(s) must<br />

receive either Bravo or Bravo Restricted assessment upon arrival.<br />

Commandant (CG-731) makes the final award determination.<br />

(01) Bravo means the platform did not have any disabling or<br />

restrictive casualties that were discovered during the assessment<br />

or full power trial.<br />

(02) Bravo Restricted means the platform had one or more restrictive<br />

discrepancies that were properly waived before the assessment<br />

commenced and no more disabling or restrictive discrepancies<br />

were found during the assessment or full power trial.<br />

(03) Designated standard platform(s) means the standard platform(s)<br />

that the unit selects for their Kimball award eligibility prior to<br />

beginning the Standardization Assessment.<br />
