Description and Authority<br />

D.1. Description<br />

Units support the RBS program through their interactions with the<br />

boating public, State and local boating authorities, and their support of<br />

the <strong>Coast</strong> <strong>Guard</strong> Auxiliary per References (oo) and (pp). RBS activities<br />

supported by units include:<br />

(01) RBS patrols and boarding.<br />

(02) Community education efforts.<br />

Support of <strong>Coast</strong> <strong>Guard</strong> Auxiliary RBS programs which include:<br />

a) Vessel Safety Check (VSC).<br />

b) Marine Dealer Visit (MDV).<br />

c) Boater Education Classes.<br />

D.2. Authority<br />

Various sections of Titles 14 and 46 U.S.C. contain authority to conduct<br />

the <strong>Coast</strong> <strong>Guard</strong>’s RBS mission.<br />

RBS Patrols and Boarding<br />

D.3. RBS Patrols<br />

RBS patrols should normally be conducted in high traffic areas during<br />

times when traffic density is expected to be the greatest. In most<br />

instances, RBS patrols should be conducted in a highly visible manner to<br />

maximize the potential deterrent effect on unsafe boating practices.<br />

(01) Coordinating RBS patrols with Auxiliary VSC efforts (e.g. just<br />

off a busy boat ramp) can have a highly desirable effect on the<br />

level of boater participation.<br />

NOTE<br />

The U.S. Power Squadron also participates in the VSC program.<br />

(02) The use of Auxiliary boats to conduct RBS patrols with or<br />

without boarding teams can significantly enhance area coverage.<br />
