Chapter 5 – Level 1 PWCS Units<br />

Section A. Level 1 PWCS Units<br />

Introduction<br />

This section establishes the criteria for <strong>Coast</strong> <strong>Guard</strong> Level 1 PWCS<br />

Units. All Level 1 PWCS activities require tactical competencies<br />

consisting of certified Tactical Coxswains and Tactical Boat Crew<br />

Members. Designation as a Level 1 PWCS Unit does not alter the<br />

organizational structure of any unit or its relationship with other units or<br />

the public.<br />

PWCS tactics and training requirements are contained in References (rr)<br />

and (bbb).<br />

A.1. Level 1<br />

PWCS Activity<br />

Criteria<br />

PWCS activities are categorized using a risk-based approach. The<br />

highest level of risk is listed first.<br />

(01)<br />

High Value Unit (HVU) escorts.<br />

(02) High volume of High Interest Vessel (HIV) boardings in the port.<br />

(03) Military Out-Load (MOL), escort and point protection.<br />

(04) High volume escorts of High Capacity Passenger Vessels<br />

(HCPV).<br />

(05) High volume of Certain Dangerous Cargo (CDC) vessels<br />

transiting through key port areas.<br />

(06) Fixed security zone enforcement at higher risk Maritime Critical<br />

Infrastructure/Key Resources (MCI/KR).<br />
