Chapter 1 – Training and Qualification<br />

D.6. Assistant<br />

Training Officer<br />

Responsibilities<br />

It is recommended that units designate Petty Officers (E-4 and/or as<br />

designated by the discretion of the CO/OIC), in writing, as Assistant<br />

Training Petty Officers, who shall:<br />

(01) Ensure departmental training and PQS/JQR programs are<br />

established and implemented in accordance with this Manual and<br />

appropriate Area/District instructions.<br />

(02) Monitor professional qualification programs and ensure<br />

appropriate documentation is completed.<br />

(03) Implement and monitor recurrent training associated with<br />

professional development programs.<br />

(04) Assign or act as instructors for each training period. Monitor the<br />

effectiveness of instruction. Provide appropriate guidance and<br />

feedback.<br />

(05) Ensure lesson plan outlines are complete, accurate, and achieve<br />

desired training objectives.<br />

(06) Advise the Training Officer/Petty Officer (or XO/XPO, or Station<br />

(small) OIC) of training progress and deficiencies.<br />

(07) Coordinate the development of lesson plan outlines.<br />

(08) Assist in the maintenance of the E-Training System for shore<br />

units. Cutters refer to Part 4, Chapter 1, Section C.14 of this<br />

Manual.<br />

NOTE<br />

Designated Assistant Training Petty Officers may include unit EPO, ANT<br />

Supervisor (if assigned) or Operations Petty Officer (if assigned).<br />

Educational Services Officer<br />

D.7. Authority<br />

and Coordination<br />

Educational services for units shall normally be coordinated via a<br />

command authorized by the <strong>Coast</strong> <strong>Guard</strong> Institute to receive, administer,<br />

and forward correspondence course testing materiel (i.e., a POPFAC).<br />

The unit XO/XPO shall coordinate educational services via the selected<br />

POPFAC Educational Services Officer. Parent units shall coordinate<br />

educational services for Station (small) personnel.<br />
