Introduction<br />

The <strong>Coast</strong> <strong>Guard</strong> Ports, Waterways and <strong>Coast</strong>al (PWCS) mission is to<br />

prevent and disrupt terrorist attacks, sabotage, espionage, or subversive<br />

acts in the maritime domain and the U.S. Marine Transportation System<br />

(M TS). To conduct the PWCS mission the <strong>Coast</strong> <strong>Guard</strong> employs a<br />

maritime security governance approach that includes maritime security<br />

regime, maritime domain awareness, and maritime security and response<br />

operations (MSRO) components. For the purposes of this manual, the<br />

focus is on MSRO activities conducted in the inshore and near-shore<br />

regions. Leveraging Captain of the Port authorities and the <strong>Coast</strong><br />

<strong>Guard</strong>'s relationships with State and local authorities, as well as the<br />

maritime industry, MSRO activities contribute to the layered defense<br />

established to protect the Nation's interests. See Reference (qq).<br />
