A.6. Certification<br />

Downgrade<br />

Boat competency downgrade function is an option to address<br />

circumstances where a Reservist is demobilized and wishes to have their<br />

currency requirements reduced to the contingency level, but may be<br />

utilized for active duty as well. The Competency Downgrade button is<br />

available on the TMT main menu, click on “all certifications” and then<br />

on the “Competency Downgrade” button. Those who have permissions<br />

to see the “Certifications” button will also be able to see the<br />

“Competency Downgrade” button.<br />

The competency downgrade section will allow members to have their<br />

certified boat currency competencies downgraded to a lower boat<br />

competency based on the hierarchy outlined by the Office of Boat<br />

Forces. See Progression of Qualifications, Part 4, Chapter 4, Section C.<br />

Example: downgrading an RB-S tactical Coxswain to an RB-S<br />

contingency Coxswain competency. The downgrade process consists of<br />

the member being decertified and unassigned in the higher competency,<br />

and being assigned and certified in the lower competency. Only those<br />

AOPS/TMT users who can complete the CO approval process for initial<br />

qualifications and boat recertification will be able to complete a<br />

competency downgrade (CO, OINC, DCO, etc.)<br />
