Patrols<br />

Patrols to detect recreational and other vessel safety violations and deter<br />

unsafe boating practices can normally be considered low risk. Expected<br />

benefits include a potential reduction in the number and severity of SAR<br />

incidents.<br />

Patrols intended to detect and deter unsafe boating should normally be<br />

conducted in high traffic density areas during times when traffic density<br />

is expected to be the greatest, or during times when SAR cases have<br />

historically occurred. In most instances, these patrols should be<br />

conducted in a highly visible manner to maximize the potential deterrent<br />

effect. The use of <strong>Coast</strong> <strong>Guard</strong> Auxiliary facilities to provide a <strong>Coast</strong><br />

<strong>Guard</strong> presence is strongly encouraged.<br />

Commercial vessel safety patrols (e.g. commercial fishing vessels,<br />

towboats, un-inspected passenger vessels) shall be coordinated with the<br />

cognizant Captain-of-the-Port (COTP) / Marine Safety personnel through<br />

their Operational Commander.<br />

(01) At-sea enforcement of commercial fishing vessel safety<br />

regulations is normally conducted in conjunction with fisheries<br />

law enforcement operations.<br />

(02) At-sea enforcement of safety regulations for commercial vessels,<br />

other than commercial fishing vessels, will normally require the<br />

involvement of COTP / Marine Safety personnel because of the<br />

complex nature of commercial vessel regulations.<br />

C.7. Drug Law<br />

Patrols<br />

Unit drug LE operations should be restricted to action taken in response<br />

to drug smuggling information (i.e., response operations). Units should<br />

not conduct drug LE patrols unless the District Commander has assigned<br />

this mission. Drug LE patrols shall be coordinated with the District or<br />

Sector Commander.<br />

C.8. Immigration Unit immigration LE operations should be restricted to action taken in<br />

Law Enforcement response to migrants smuggling information and illegal entry information<br />

Patrols<br />

(i.e., response operations). Units should not conduct immigration LE<br />

patrols unless this mission has been assigned in accordance with the<br />

District Commander’s mission designation statements. Immigration LE<br />

patrols shall be coordinated with the District Commander.<br />
