G.4. Awareness,<br />

Surveillance, and<br />

Tracking<br />

The purpose of awareness, surveillance and tracking is to ensure real<br />

time knowledge of location and movements of all High Interest Vessels<br />

(HIVs), High Value Units (HVUs), Certain Dangerous Cargos (CDC)<br />

vessels and High Capacity Passenger Vessels (HCPVs). An objective is<br />

that no vessel 300 GT or greater shall enter port without USCG<br />

knowledge and authorization.<br />

Situational awareness includes status of friendly vessels, HIVs, HVUs,<br />

CDC vessels, facilities, and HCPVs. Sustain situational awareness<br />

through a combination of fixed sensors, surface and aerial surveillance of<br />

ports, offshore approaches, and coastal areas, as well as shoreside patrols<br />

at waterfront facilities. The use of technologies that will allow all<br />

weather and all illumination identification, classification, tracking, etc. is<br />

essential and should be used when available and possible to maximize<br />

situational awareness/MDA.<br />

G.5. Fixed<br />

Security Zone<br />

Protection<br />

The purpose of fixed security zone protection is to either (a) protect<br />

people and prevent damage or injury to vessels or waterfront facilities; or<br />

(b) prevent or respond to an act of terrorism.<br />

Fixed security zones are primarily aimed at providing protection against<br />

surface attacks. However, assets enforcing fixed security zones will<br />

maintain awareness of airborne, shoreside, and underwater threats and<br />

will, if circumstances and capabilities permit, take defensive/<br />

enforcement action, as appropriate.<br />

G.6. Vessel<br />

Escorts<br />

The purpose of vessel escorts is to protect the vessel under escort, as well<br />

as key port areas through which they transit, from the effects of a<br />

successful external attack and/or the potential release of CDCs.<br />
