Marine Safety Program<br />

E.3. Unit<br />

Requirements<br />

Unit requirements in support of the Marine Safety Program consist of the<br />

following:<br />

Ports and Waterways<br />

(01) Receiving and relaying information regarding commercial vessel<br />

operations such as special interest vessels, dangerous cargo<br />

transfer, and bulk liquid cargo transfers.<br />

(02) Educating the public regarding closure of navigable waterways,<br />

marine events, limited access areas, or other port conditions.<br />

(03) Transporting specially trained boarding teams.<br />

(04) Providing escorts of vessels.<br />

(05) Performing harbor patrols and patrols of limited access areas to<br />

detect and intercept intruders or possible threats to controlled<br />

ports.<br />

All of the above activities will be coordinated between the cognizant<br />

COTP and the unit’s Operational Commander.<br />

E.4. Mission<br />

Components/<br />

Purpose<br />

The chief mission components of units engaged in ports and waterways<br />

operations are:<br />

(01) To minimize deaths, personal injuries, and property loss or<br />

damage associated with vessels and onshore and offshore<br />

facilities engaged in commercial, scientific, or exploratory<br />

activity in the marine environment.<br />

(02) To protect the navigable waters and adjacent shore areas of the<br />

U.S. and adjacent resources from environmental harm.<br />

(03) To prevent pollution of the marine environment from accidental<br />

or intentional discharges of oil, hazardous substances, dredged<br />

spoils, sewage, and wastes from vessels.<br />
