Part 5 – Readiness and Standardization<br />

Chapter 1 -- Introduction<br />

B.10. Operational<br />

Commanders<br />

Operational Commanders shall:<br />

(05) Monitor unit training and operations at subordinate commands to<br />

ensure boat crew readiness is maintained in accordance with<br />

applicable Commandant and District directives.<br />

(06)<br />

Ensure unit Commanders maintain operational readiness by<br />

correctly completing prescribed preventive maintenance.<br />

(07) Act on restrictive discrepancy waiver requests and take action on<br />

discrepancies as outlined in this Manual Part 5, Chapter 4,<br />

Section C, Discrepancy Classifications and Required Actions.<br />

(08) Ensure units comply with standard boat configuration<br />

management requirements.<br />

(09) Conduct Ready for Operations (RFO) evaluations in accordance<br />

with this Manual Part 2, Chapter 2, Mission Planning.<br />

(11) Provide operations and engineering department observers to<br />

accompany the STAN Team during all assessments. Observers<br />

should be members of the Operational Commander’s RFO<br />

evaluation team described in this Manual Part 5, Chapter 2,<br />

Section C.<br />

(12)<br />

Provide or arrange for training, logistics, maintenance, and<br />

technical support beyond the capabilities of subordinate units.<br />

Train and maintain a competent RFO Team.<br />

(13) Take necessary action to resolve deficiencies noted in STAN<br />

Team reports in accordance with the requirements of this Manual<br />

and other applicable directives.<br />

(14) Hold unit Commanders accountable for unreported discrepancies.<br />

(15) Ensure that the boat(s) at each unit scheduled for a Readiness and<br />

Standardization Assessment is/are fully mission capable when the<br />

visit begins.<br />

(16) Act as final authority for restrictive casualty boat waivers; this<br />

authority may be delegated in writing, but remains higher than the<br />

unit CO/OIC. See Table 2-1 for waiver authority.<br />

NOTE<br />

For the puroses of this Section, the Deployable Operations Group command and<br />

Commanding Officers of Area cutters will fulfill the role of Operational<br />

Commander.<br />
