E.5.n. Surfman<br />

The check-ride will be conducted by an experienced, certified Surfman<br />

from the BCEB. The evaluation should include drills involving boat<br />

operations in surf, crew control, mission management, and the maturity<br />

and judgment necessary to perform as a Surfman.<br />

In the absence of a Surfman at the unit, the CO/OIC is responsible for<br />

verifying performance of tasks to standard and signing off the<br />

qualification tasks. Commands should consider the use of outside<br />

resources, where necessary, to ensure proper standards are maintained.<br />

Skills to observe include:<br />

(01) Departure planning.<br />

(02) Crew brief/debrief.<br />

(03) Judgment.<br />

(04) Leadership.<br />

(05) Use of rescue and survival gear.<br />

(06) Emergency procedures.<br />

(07) Piloting procedures applicable to operating in a surf environment.<br />

(08) Boat handling in surf.<br />

(09) Wave avoidance techniques.<br />

(10) Surf Station keeping.<br />

(11) Transiting a breaking bar or entrance.<br />

(12) Person-in-the-water recovery in surf.<br />

(13) Application of team coordination and risk assessment standards.<br />

(14) Operational Risk Management (ORM).<br />

E.6. Oral Boards<br />

and Reports<br />

The BCEB has two main duties:<br />

(01) Interview the candidate and evaluate their leadership ability,<br />

judgment, maturity, and knowledge.<br />

(02) Provide the unit Commander a written report on the individual<br />

that recommends or does not recommend certification.<br />
