(05) Periodically update recall lists and establish a command phone<br />

(06) Exercise the phone tree semi-annually.<br />

(07) Maintain emergency food, water, medical, and emergency<br />

response supplies. Commands should assume a 72-hour supply<br />

requirement.<br />

(08) Assist in Federal response as directed by the <strong>Coast</strong> <strong>Guard</strong><br />

of command.<br />

(10) Restore normal operations as conditions allow.<br />

NOTE<br />

Carpenters, electricians, plumbers, dry wall hangers and finishers, air conditioning<br />

repairmen, and security personnel should be included in the reserve personnel list.<br />

Disaster<br />

Assumptions<br />

The following are natural disaster assumptions:<br />

(01)<br />

Peacetime Conditions will exist. Should this assumption prove<br />

false, there may be serious degradation in the <strong>Coast</strong> <strong>Guard</strong>’s<br />

ability to respond.<br />

(02) No Mobilization of Reserve Personnel will have occurred prior to<br />

the event. A major disaster may require a reserve call-up similar<br />

to that which occurred for Hurricane Andrew when it hit Miami<br />

in 1992. In that event, 175 reserves were activated. The bulk of<br />

these were needed for skills contained within the DC, EM, and PS<br />

rates (construction, electrical, and security). Reservists in the<br />

other rates with construction experience were in great demand.<br />

(03) Both Operational and Individual Readiness will be critical to<br />

achieving immediate success. A catastrophic disaster will<br />

overwhelm the capability of local and state governments to carry<br />

out the extensive emergency operations that will be necessary to<br />

save lives and protect property.<br />
