NOTE<br />

Final certification for all boat crew positions and boat type designations<br />

shall be documented by the unit Commander in the E-Training System.<br />

The following sections must be completed for each individual position.<br />

This may not be delegated:<br />

(01) The boat crew position.<br />

(02) The boat type for which the certification is granted.<br />

(03) For Heavy Weather Coxswains, annotate status of surf tasks.<br />

Competency codes reflect the type of boat and the crew position for<br />

which a member is certified. When a certified boat crewmember has met<br />

the requirements set forth in this Manual, the appropriate competency<br />

code is assigned and an entry made in the individual’s personnel record.<br />

The PERSRU yeoman will make a CGHRMS entry in the members PDR<br />

and electronic PDR after receipt of supporting documentation provided<br />

by the unit command. Submission of the necessary documentation<br />

into the personnel management system is critical to the member as<br />

well as all levels of the <strong>Coast</strong> <strong>Guard</strong>. See Table 2-5<br />

Mission Competency Requirements.<br />

Not all boat types have competency codes assigned.<br />

Contingency<br />

Competencies<br />

Contingency competencies were established after carefully analyzing<br />

mobilization performance requirements. The training and performance<br />

capabilities of Reserve boat crew members who achieve contingency<br />

competencies on the Defender Class (RB-S) boat closely match the<br />

training and performance capabilities of the Active Duty crews.<br />

Contingency boat crews do not complete tasks associated with extended<br />

searches, but they do complete all other tasks (including those associated<br />

with the SAR mission) and are fully capable to respond to SAR cases,<br />

and execute initial searches (VS and SS).<br />

A boat crew under the command of a certified Contingency Coxswain is<br />

considered a Contingency Crew. Although one of the primary functions<br />

of Contingency Crews is to provide mobilization readiness for Maritime<br />

Homeland Security including PWCS, they do not normally have enough<br />

drill time to certify and maintain the currencies associated with the<br />

tactical competencies (particularly high speed boat tactics and MAW<br />

qualifications). The contingency competencies provide a standard level<br />

of training to maintain professional boat operation skills. A Contingency<br />

boat crew under the command of a certified Coxswain is considered a<br />

regular boat crew.<br />
