(JQR)<br />

Personnel qualification standards (PQS) are compilations of the<br />

minimum knowledge and skills that an individual must demonstrate in<br />

order to qualify to stand watches or perform other specific routine duties<br />

n ecessary for the safety, security, and proper operation of the unit. The<br />

goal of PQS is to standardize and facilitate these qualifications.<br />

The unit CO/OIC shall analyze PQS and promulgate additional<br />

requirements as required to address local needs for certification at the<br />

unit. Unit Commanders shall advise Commandant (CG-731) and the<br />

appropriate program manager (e.g. Commandant (CG-531) for the<br />

Boarding Officer/Boarding Team Member Personnel Qualification<br />

Standard BO/BTM Law Enforcement Competency Qualifications<br />

Instruction (LECQI), by letter via the chain of command, of<br />

recommendations for improvement of PQS used to certify unit personnel.<br />

Where <strong>Coast</strong> <strong>Guard</strong> PQS exists, it shall be used in lieu of Job<br />

Qualification Requirements.<br />

Job Qualification Requirements (JQR) shall be developed for dutystanding<br />

positions for which there is no prescribed <strong>Coast</strong> <strong>Guard</strong> PQS<br />

(e.g. OOD).<br />

(01) JQRs shall be written in the same format as <strong>Coast</strong> <strong>Guard</strong><br />

qualification guides or PQS.<br />

(02) Sharing of JQRs among units will help standardize the program<br />

and mitigate the administrative burden on individual units.<br />

NOTE<br />

Providing copies of JQRs to Commandant (CG-731) via the chain of command can<br />

aid in the development of <strong>Coast</strong> <strong>Guard</strong> specific PQS in those areas where no PQS<br />

exists.<br />
